Job Summary
Under the supervision of the Director of Veteran Services / CVSO performs duties including promoting the interests and welfare of veterans, their dependents and survivors in order to enhance their quality of life through counseling, benefit claims assistance, education, outreach, advocacy and special projects. Connects veterans and dependents with other programs and resources provided by Federal, State, and non-governmental organizations. Performs general administrative duties as directed.
Minimum Qualifications
- High School diploma or equivalent
- Two years experience in related field or equivalent combination of education / training / experience
- Must fulfill the five special requirements of MN Statute 197.601 regarding the qualifications of the Veteran Service Officer :
Residence in the State of Minnesota
Citizenship in the United StatesVeteran as defined by statuteEducation and training for the duties of veteran\'s service officerKnowledge of the law and the regulations and rulings of the United States Veterans Administration applicable to cases before it and the administration thereofAchieve and maintain certification by MN Department of Veteran Affairs as an Assistant County Veteran Service Officer according to MN Statute 197.605 within one year of employment.Knowledge, Skills and Abilities Required

Responds in a professional, courteous and timely manner to general questions and inquiries about veterans' programs. Answers telephone, assists visitors, and responds to emails. Provides information and referrals, takes messages, schedules appointments, maintains logbook and explains applicable policies and procedures.Interviews, performs intakes, and counsels veterans and their families in regard to qualifying for various veteran benefit programs, and investigates veterans service histories. Addresses emergent needs.Researches medical conditions and obtains necessary medical records and physician statements to support claims.Prepares and submits claims, forms and documents for veterans / claimants to secure benefits from the appropriate agency.Ensures all timelines are met so the veteran does not lose any potential benefits.Aids Veterans / claimants in appealing adverse action by the Veteran's Administration to the VA Regional Office and / or VA Board of Veterans AppealsServes as a liaison to veteran organizations to present information regarding benefits, programs, and resources.Performs outreach at county and local events, including attending, speaking and general promotion. Assists with the coordination of county veterans service events.Educate community partners about services County Veteran Service Officers provide.Assists in coordinating military funerals, memorial services, death benefits, widow and orphan benefits from state and federal agencies.Assists and advises veterans on all phases of government life insurance.Collaborates with non-profit organizations, community partners, and other government agencies regarding poverty reduction, homeless, suicide prevention and other veteran initiatives.Advocates for veterans at V.A. Health Care Systems on any / all care they are receiving. This could include, but is not limited to medical billing through the VA or contracted medical providers.Assists veterans with scheduling / re-scheduling appointments, in-patient, out-patient or placement within a VA facility for long-term care.Assists veterans with coordination of transportation needs.Prepares applications for temporary financial assistance from the State Solider's Assistance Program, Support the Troops and other agencies.Attends all training and education requirements and testing necessary to become and remain certified by Minnesota Department of Veterans Affairs and all other service organizations who represent veterans in Minnesota; as well as other training as required by employerKeeps current on state and federal legislative actions concerning veterans.Assist veterans with corrections to military records and upgrades to discharge records.Assist veteran retirees and dependents with TRICARE, ID Card and retirement benefits.Maintains accurate office records and files, including non-public, private and confidential records in accordance with HIPAA, data privacy laws and record retention policies.Assists veterans / survivors in applying for property tax exemptions.Assists veterans / claimants with beneficiary travel claims.Provides information to deployed service member families and dependents about assistance programs.Works with family assistance centers regarding local deployed military members.Oversees the county's veteran equipment lending program including maintaining an inventory log, checking out / in equipment, keeping the equipment and storage space clean and organized, etc.Job Duties : 5%
Works in compliance with good safety practices as posted, instructed and written in policy.Uses all safety devices and personal protective equipment as required. Reports any unsafe condition or act to their supervisor.Assists with grant writing, oversight, and reporting as directed.Assists with keeping the Veterans Service website up to date with useful information and links.Orders supplies and equipment as authorized by the VSO.Performs other work as assigned or apparent.Competencies Common to All County Positions
