Join PEMCCO as a Communications / Reporting Specialist, where youll support our Program Management Office by transforming engineering, environmental, and program-control information into accessible reports, presentations, and narratives. In this role, youll ensure project progress, performance, and outreach efforts are communicated accurately and consistently to agency leadership, funding partners, and the community. Your work will help stakeholders understand the impact of major transit and infrastructure initiatives and keep programs running smoothly and transparently.

Essential Functions
- Prepare and edit monthly, quarterly, and annual program performance reports for submittal to client leadership and the FTA.
- Develop high-impact written materials : executive summaries, press releases, success stories, newsletters, and technical documentation.
- Translate cost, schedule, and risk metrics into data visualizations using Power BI, Excel, or Tableau.
- Maintain a centralized Document Control Log ensuring all deliverables are version-controlled and audit-ready.
- Coordinate with the Project Controls Manager, Environmental Compliance Manager, and CSEM to compile inputs and verify accuracy.
- Support public-engagement and Board presentations with polished graphics, charts, and slide decks.
- Ensure compliance with FTA Circular 5010.1E, accessibility (ADA 508), and agency branding standards.
- Contribute to internal knowledge-management initiatives and best-practice libraries.
Competencies
Technical Writing & Editing : Exceptional clarity, grammar, and attention to detail.Data Visualization : Ability to design concise, accurate graphics from quantitative datasets.Software Proficiency : Advanced in MS Office Suite, Adobe InDesign / Illustrator, Power BI, and SharePoint.Analytical Skill : Understands performance metrics and can interpret data in context.Communication : Strong interpersonal and presentation abilities for multidisciplinary coordination.Organization : Effective at prioritizing multiple deliverables and maintaining documentation integrity.Quality Control : Commitment to accuracy, readability, and compliance consistency.Required Qualifications
Bachelors degree in Communications, Technical Writing, Journalism, Public Relations, or a related discipline.Minimum of five (5) years of experience producing technical reports or communications for infrastructure or public-sector programs.Demonstrated ability to consolidate complex technical content into executive-level deliverables.Familiarity with FTA or federal-grant reporting standards.Preferred Qualifications
Masters degree in Communications, Business Administration, or Data Analytics.Certification in Technical Communication (STC) or Public Information Officer (PIO) training.Experience with PMIS integration and document-control systems (Unifier, EcoSys, or SharePoint).Prior work with DBE / Title VI or sustainability-reporting frameworks.Benefits
