Overview
The Povolny Group is seeking a full-time / permanent QC Manager (CQC System Manager) for a large government project at the Veterans Affairs (VA) Medical Center in St. Cloud, MN. This role supports a multi-million dollar initiative to modernize the hospital's data infrastructure in alignment with the Electronic Health Record Modernization (EHRM) program. The selected candidate will act as both the Quality Control System Manager and the Construction Superintendent—overseeing quality control efforts, site supervision, and daily field coordination.

Quality Control Responsibilities :
Implement and maintain the CQC system on-site, ensuring work meets contract requirements and established standardsMonitor compliance with specifications, drawings, and codes; address deviations and ensure corrective actionsMaintain all project documentation, including QC plans, submittals, test reports, and inspection logsConduct detailed inspections to ensure construction quality; identify and report non-conformanceMentor and train field personnel on QC standards and proceduresCoordinate with subcontractors, client reps, and internal teams regarding quality assuranceIdentify opportunities for quality / process improvementsConstruction Superintendent Responsibilities :
Serve as the on-site lead, managing day-to-day field operations, scheduling, and subcontractor coordinationEnsure project milestones are met on time and within budgetLead daily jobsite meetings and ensure clear communication across crewsEnforce jobsite safety protocols, including OSHA and ICRA standardsOversee construction sequencing, phasing, and logistics—especially in occupied healthcare environmentsWork closely with the Project Manager to resolve field issues and maintain momentumReview and approve timesheets, deliveries, and daily reportsMonitor and coordinate site inspections, punch lists, and closeout activitiesRequired Qualifications
Bachelor's degree in engineering, construction management, or related field5+ years of hands-on construction experience in government, healthcare, industrial, and / or commercial projectsSuccessful completion of the Construction Quality Management (CQM) for Contractors courseDemonstrated field leadership as a Superintendent or Foreman on complex projectsKnowledge of electrical, mechanical, structural, and architectural systemsStrong understanding of construction safety and health regulationsEffective communicator with strong organizational and time management skillsComputer proficiency (Microsoft Office, Project, email, documentation software)Qualifications
OSHA 30 certification or equivalentPrevious experience on VA or Army Corps of Engineers projects highlyFamiliarity with data cabling infrastructure , particularly in healthcare settingsUnderstanding of hospital operations and communication etiquette with medical staffExperience with ICRA barriers and infection control procedures during constructionWorking knowledge of the EHRM program or similar hospital IT upgradesBilingual (English / Spanish) is a plusAbout The Povolny Group, Inc.
