About the Position
Responsible for cost estimating for all phases of planning, design, & construction of all projects. Prepares estimates for bids, studies, facilitates cost & schedule risk analyses, estimates prepared by A-E firms, & supports projects with estimates for contract modifications.
Duties
- Administration and preparation of all phases of construction estimating process such as budgetary, conceptual, final design estimates for both civil and military projects.
- Responsible for the review of estimates prepared by A-E firms, preparation of the Government Estimate for bid documents and the preparation of the baseline project estimates for congressional authorization.
- Makes recommendations to Selection Authority and / or Contracting Officer with regard to the evaluation of Contractor IFBs (Invitation for Bids) and RFPs (Request for Proposals) for accuracy, completeness and conformance to to source selection plans.
- Exercises full supervisory control for a team of cost engineering professionals.
- Performs full managerial and administrative responsibilities for the Branch.
- Determines training needs and conducts on-the-job training, as required.
- Interprets policies, regulations, standards, and procedures for subordinates.
- Establishes and enforces safety rules and regulations. Interviews and selects new candidates and receive / resolves complaints and grievances.
- Prepares position classification, review workload projections and determine hiring needs, re-evaluate duty assignments and possible re-engineering or abolishment, and assuring attainment of position management objectives.
Requirements
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.Position requires current, unexpired Professional Engineer (PE) Registered Architect (RA), Tri-Service Certified Cost Engineer (CCE), or Tri-Service Certified Cost Consultant (CCC).This position requires a financial disclosure upon entry and annually thereafter in accordance with DoD Directive 5500-7-R.This position has a Temporary Duty (TDY) or business travel requirement of up to 15% of the time.This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.J-18808-Ljbffr
