Essential Duties and Responsibilities

  • Provide on-site construction oversight for the transmission and substation portfolio of construction

projects and serves as the lead owner representative on projects throughout all phases of

construction

  • Leads, guides and directs construction activities to ensure projects are properly constructed
  • Serves as a mentor or coach to staff across the organization and provides construction technical
  • support for all transmission and substation projects

  • Provide construction management services to ensure key milestones are met and coordinated
  • with other departments

  • Develop and report on construction schedules
  • Support specification and documentation of company design standards and material standards based
  • on construction observations

  • Review transmission and substation designs throughout the design phase and prior to
  • construction to provide construction feasibility feedback and be familiar with the project design,

    specification, material, and outage requirements

  • Support department engineers and project managers in project scope and schedule development
  • Assists the project manager in providing input to contract bid proposals and bid evaluations
  • Provides input regarding modifications, change orders and other impacts on projects and
  • coordinates with the project manager to revise scope, schedule and budget as necessary

  • Ensure contract compliance with company specifications, standards, and industry practices
  • Ensure membership’s fiduciary interests are maintained through effective contract
  • management during all construction activities

  • Ensure safe working practices and environment is adhered to on the construction site
  • Ensure construction activities are fully complete when invoiced by construction contractor
  • Ensure environmental and permitting requirements are implemented per the specification
  • Serve as Storm Water Pollution Prevention Plan Inspector for specific projects
  • Provide weekly construction reports and status to all interested parties
  • Coordinate construction activities with other departments to ensure construction timelines
  • are maintained

  • Verify accuracy of drawing markups and as-builts; hang hard copy control house drawing set and
  • coordinate loading of electronic files in the drawing database.

  • Notify company engineering department when projects will not meet contracted schedule; suggest construction
  • options to recover project schedule

  • Reject construction activities and materials that do not meet company standards, specifications, and
  • designs

  • Conduct pre-construction meetings and safety tailboards as required
  • Coordinate with other departments as necessary for completion of the projects
  • Receive, inventory, inspect, and / or reject material delivered directly to jobsites
  • Report material received and construction units completed for invoicing and inventory
  • Coordinate issuing of material to contractor from company Warehouse
  • Coordinate outages and / or mobile transformers as necessary for projects
  • Knowledge, Skills and Abilities

  • Knowledge of using computer systems, which may include setting up and using hardware and
  • software programs, entering data or processing information

  • Knowledge of principles and processes for providing customer service
  • Knowledge of construction standards and industry best practices
  • Knowledge of project management methods and concepts
  • Knowledge of budgeting and cost management
  • Knowledge of engineering principles
  • Knowledge of assembly and installation of electrical and mechanical equipment, including high
  • voltage equipment

  • Knowledge of materials and tools used in construction
  • Knowledge of electrical theory
  • Knowledge of the National Electric Safety Code
  • Knowledge of construction safety principles and practices
  • Knowledge of procurement design and processes
  • Skilled in working across organizations to coordinate construction activities and communications
  • Skilled in time management
  • Skilled in prioritizing and managing changing priorities
  • Skilled in reading and interpreting technical drawings and specifications
  • Ability to communicate effectively verbally and in writing
  • Ability to listen and understand information verbally and in writing
  • Minimum Qualifications

  • Bachelor’s Degree in related field OR
  • Twelve years of job-related experience
  • Directly related experience may substitute for education
  • Valid Texas Driver’s License
  • Physical Demands and Work Environment

  • The employee may be required to stand; reach with hands and arms, stoop and kneel
  • The employee may be required to sit or stand for long periods of time
  • The employee may be required to lift, carry, push, pull or move up to 25 pounds
  • The employee may be required to travel
  • Exempt employees receive a fixed bi-weekly salary to compensate them for all hours worked
  • during each pay period

  • This position may be required to work more than 40 hours per week
