District Police Assistant Chief

The Assistant Chief provides visionary leadership, strategic direction, and operational oversight of all public safety and law enforcement functions across Austin Community College coordinating emergency response and preparedness efforts and fostering collaborative partnerships across all campuses and external agencies. The Assistant Chief exercises strategic and operational oversight of all policing functions across the district, including management of managers, sworn officers, and staff.

Description of Duties and Tasks :

  • Provides college-wide leadership in the development, execution, and continuous improvement of public safety strategies, policies, and practices across all campuses, while establishing performance standards, metrics, and reporting systems to evaluate public safety effectiveness and support continuous improvement initiatives.
  • Oversees comprehensive law enforcement operations, including emergency response, investigations, patrol, crime prevention, and legal compliance, while building and maintaining partnerships with external agencies, community organizations, and governmental entities to enhance safety and crisis response capabilities.
  • Leads the development and implementation of strategic plans that support institutional safety, and priorities, including initiatives related to mental health, threat assessment, and community engagement.
  • Directs the design and execution of emergency preparedness, crisis management, and risk mitigation programs, including training exercises, active threat scenarios, and multi-agency coordination.
  • Develops, manages, and oversees departmental budgets, ensuring strategic allocation of resources, effective use of funds, and accountability for fiscal performance.
  • Serves as the Chief of Police's designee and executive representative in cross-divisional planning, college-wide committees, and strategic initiatives.
  • Ensures compliance with applicable statutes and regulations including the Texas Penal Code, the Clery Act, Title IX, and other public safety and reporting obligations.
  • Leads community-policing initiatives that promote trust, transparency, and partnership with students, faculty, and staff, emphasizing proactive engagement and prevention-focused approaches.

Knowledge :

  • Texas statutes and regulations, including the Penal Code, Code of Criminal Procedure, and Education Code.
  • Community-oriented policing strategies and evidence-based public safety practices.
  • Emergency management, crisis response, and threat assessment methodologies.
  • Strategic planning, organizational leadership, and policy development in a large, multi-site environment.
  • Federal regulations and compliance requirements including the Clery Act and Title IX.
  • Principles of multicultural, and trauma-informed approaches in law enforcement.
  • Skills :

  • Leads large, complex teams across multiple locations with a focus on strategic outcomes and organizational effectiveness.
  • Makes high-stakes decisions under pressure, often in rapidly evolving emergency situations.
  • Builds cross-sector partnerships and communicates effectively with multicultural internal and external stakeholders.
  • Develops and implements long-term strategic plans aligned with institutional mission and community needs.
  • Manages significant budgets and resources, ensuring transparency and accountability.
  • Fosters a culture of collaboration, accountability, and continuous improvement.
  • Technical Skills :

  • Proficient in using law enforcement databases, CAD systems, and predictive analytics tools for public safety.
  • Skilled in spreadsheet, word processing, and presentation software to develop reports and operational plans.
  • Required Work Experience :

  • Five (5) years of progressively responsible law enforcement experience, including at least three (3) years in a command or senior leadership role.
  • Preferred Work Experience :

  • Ten (10) years of progressively responsible law enforcement experience, including at least five (5) years in a command or senior leadership capacity.
  • Required Education :

  • Bachelor's degree in Criminal Justice, Public Administration, or a related field.
  • Preferred Education :

  • Master's degree.
  • Special Requirements :

  • Texas Commission on Law Enforcement (TCOLE) certification required. Certifications in emergency management, threat assessment, or mental health intervention preferred.
  • Physical Demands :

  • Standard office environment with frequent field presence across campuses.
  • Requires responding to emergencies outside regular work hours.
  • Occasional lifting of objects up to 80 pounds and extended periods of standing or walking.
  • May involve exposure to hazardous conditions, inclement weather, and high-stress situations.
  • Requires availability beyond standard work hours, including evenings, weekends, and emergency call-ins.
  • Salary Range : $111,138 - $138,922
