Budget & Capital Improvements Plan Administrator

Under joint supervision of the Assistant City Manager and the Managing Director of Finance, this position is primarily responsible for the development, publication and monitoring of the budget document as well as developing, monitoring, and reporting on the city's capital projects plan. The Budget & CIP Administrator has knowledge of governmental budgeting, accounting, and auditing principles, including performance measures and financial reporting. The primary purpose of the Budget & CIP Administrator is to prepare the City's annual operating budget, line item budget, and capital improvements plan (CIP). In addition to preparing these budget documents, the Budget Administrator monitors budgeted accounts, prepares monthly financial reports and other requested financial projections / analysis, and assists with the annual external audit. This position requires initiative and resourcefulness in developing processes and procedures. This position works under both direct and indirect supervision from time to time as they work with other departments in executing job responsibilities. The Budget & CIP Administrator is responsible for complying with applicable Federal, State, and Local rules and regulations.

Essential Job Functions :

  • Coordinates the preparation, implementation, and maintenance of the City's annual operating budget, line item budget and capital improvements plan (from project establishment to asset generation).
  • Develops / maintains budgetary and CIP policies and procedures to ensure compliance with Federal, State, and Local rules and regulations.
  • Meets with other City departments and City administration to complete budget reviews; produces Council agenda packets and other required documents.
  • Ensures the City has an effective system to collect, organize, and present budget and CIP information.
  • Coordinates the preparation of the City's strategies, action plans, goals, objectives, and performance measures.
  • Assists with multi-year financial planning.
  • Presents various budget reports and other information to the public, City Council, City Manager and staff as needed.
  • Submits the City's operating budget to the Government Finance Officers Association before the published deadline each year in an effort to earn the Distinguished Budget Presentation Award.
  • Evaluates the budget planning, preparation, and implementation processes on an ongoing basis to ensure the City has current, up-to-date, effective, and efficient processes.
  • Monitors budget versus actual activity throughout the fiscal year.
  • Prepares monthly financial reports and other requested financial projections / analyses.
  • Participates in the monthly Finance Committee meetings.
  • Assists with the annual external audit.
  • Adheres to Hurst's Code of Ideals and The Hurst Way. Fosters positive employee relations and employee morale on a City-wide basis.
  • Performs related duties as directed when such duties are logical and appropriate.
  • Regular and timely attendance are required for this position.
  • Interacts professionally and respectfully with the public, coworkers and others in the course of daily work.

Skills, Knowledge and Abilities :

  • Ability to work as a positive team member and in accordance with the City's Code of Ideals.
  • Skills in effective interaction with City Staff, City Council, Boards & Commissions, and the public.
  • Skills in effective oral and written communication to prepare concise and clear presentations and reports.
  • Knowledge of governmental budgeting, financial reporting, accounting and auditing
  • Intermediate to advanced-level skills in Microsoft Office, including Word, Excel, Access and Power Point.
  • Ability to work with advanced-level financial or accounting software (e.g., Oracle Financials)
  • Ability to schedule work for maximum efficiency and the ability to maintain accurate records with attention to detail.
  • Ability to sit for extended periods of time and operate standard office equipment, such as computer keyboard, printer, telephone, calculator, copier and fax machine.
  • Minimum Education, Certification, and Experience Requirements :

  • Bachelor's degree in Accounting or Finance from an accredited college or university with at least five years of related experience; or a Master's Degree in Business, Public Administration, or equivalent from an accredited college or university preferred. Any equivalent combination of education, training and / or experience that provides the required knowledge, skills and abilities to perform the essential functions of the job may be considered.
  • Previous experience in a municipal government or public agency setting is preferred
  • Must have regular and punctual attendance, reliable transportation, flexibility to work evenings and weekends, and respond to emergency situations during non-scheduled work hours.
  • Must pass a pre-employment drug screen.
  • Must have a valid Texas driver's license with an acceptable driving record as defined by City policy

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. This position requires the ability to work in an office environment where the noise level is usually moderate. While performing the essential functions of this position the employee is rarely exposed to disagreeable environmental factors.
