Sarasota County Government is offering a senior level professional staff position within the Public Utilities department. This role involves the management of departmental operating and capital budgets, debt management, financial / rate analysis, revenue forecasting, special projects, and analytical reporting strategies. The position also includes administering business unit planning and budgeting processes, facilitating financial, administrative, and assessment processes, and developing strategic budget plans.
The financial duties include developing and maintaining rate models, budget models, debt models, and revenue / expenditure models. The role also involves conducting revenue forecasting, implementing strategic operating and capital budget schemes, and ensuring fiscal compliance with operating, capital improvement, and fund balance funding. Additionally, the position requires providing consistent monthly financial reporting information to the Public Utilities management team.
Administrative duties encompass facilitating strategic business planning meetings, participating in high-level Public Utilities leadership staff meetings, and implementing and facilitating special studies and analysis projects for Public Utilities Director, Senior Division Managers, and the departmental management team.
The work hours are Monday Friday, 8 : 00 a.m. 5 : 00 p.m.
Minimum qualifications include a Bachelor's Degree from an accredited college or university with work major course work in Public Administration, Business, Accounting, Finance, Economics, or a job-related field and three (3) years of professional job-related experience. A Master's Degree preferred can count for one-year of experience. Alternatively, seven (7) years of professional job-related experience in management of technical projects / programs and strategic planning can be substituted at management discretion for the required education. Progressively responsible related professional experience can substitute on a year-for-year basis for the required degree.
Preferred qualifications include professional experience in governmental accounting or auditing.
Job competencies include proficiency in Word, Excel, and PowerPoint, knowledge of financial processes, financial modeling, analytics, business planning, and budgeting processes. Excellent communication skills, ability to organize and present information, ability to use sound independent judgment, knowledge of research techniques and methods of data collection, ability to create and generate comprehensive reports, and ability to collect and analyze data are also required.
The salary range is $55,452.80 - $75,379.20 annually. This posting is open until filled.
