Director of Finance
The Director of Finance (DF) provides leadership and operational oversight of the NPAIHB Finance Department and is responsible for all financial operations of the organization, including all audits.
The ensures that NPAIHB's Finance Department has strong internal controls and appropriate separation of duties. Maintains or oversees the maintenance of Generally Accepted Accounting Principles (GAAP) and engages in active monitoring of NPAIHB compliance with all federal regulatory guidelines for NPAIHB's contracts and grants along with the internal controls mandate.
The DF provides direct support to the Executive Director (ED), actively participates in the Management Team, and is responsive to all internal clients (NPAIHB staff), ensuring that internal clients receive timely, clear and supportive collaboration from Finance Department staff, leadership and the Board of Directors. The DF will be part of the Management Team and will be an essential staff member. The DF must be able to commute to the NPAIHB office located in Portland, Oregon.
The DF reports to the Executive Director and is within the Administrative Division. This position is based at NPAIHB's offices in Portland, Oregon. Local travel and / or overnight travel outside of the area is required approximately 5% of the time.
Essential Functions
- Leads the Finance Department, including hiring, training and managing staff
- Provides oversight and accountability for all Department activities, including accounts payable, accounts receivable, payroll, fund accounting, budgeting, and financial reporting
- Analyzes and interprets financial data and presents the information with reports and presentations to the NPAIHB Delegates / Board of Directors and Executive Director.
- Oversees the preparation of all budgets and financial reports NPAIHB Financial statements, reports, charts Portland Area Regional Specialty Referral Center (RSRC) Financial statements, reports, charts Consolidated Financial statements, reports, charts
- Oversees the management of all internal and external audit and tax functions, coordinating with outside auditors and accounting firms, as appropriate
- Leads risk assessments and manages special initiatives that extend beyond traditional operations, ensuring thoughtful analysis and strategic execution to support organizational objectives.
- Provides technical assistance related to budgets and on-going grant management
- Keeps up to date on the financial market to understand how to maximize company growth, determine ways to reduce costs, etc.
- Ensures that Finance Department communications with internal clients is clear, timely, and a part of on-going, meaningful collaboration.
- Communicates regularly with the ED and Board Treasurer.
- Attends monthly executive / finance committee meetings and Quarterly Board Meetings.
Compliance
Ensures compliance with the Office of Management and Budget's (OMB) Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance) in accounting for all grant funds, and the Indian Self Determination Education Assistance Act, P.L. 93-638, as amended by P.L. 103-413.Ensures Uniform Guidance compliance with all sub-awards.Ensure compliance with IRS regulations, including Form 990 requirements.Develops and / or updates all finance / accounting policies and procedures to support grant / contract complianceEnsures compliance with COSO internal controls mandateDevelop policies, procedures, internal control tools, and reportsDocuments and applies separation of duties and known best practices in all Department activitiesDevelops, interprets, improves, and adheres to all NPAIHB policies and proceduresCollaborates with the ED or designee in budgeting, investment activities, risk assessments, and financial reporting to the NPAIHB Delegates / Board of DirectorsMakes recommendations on fundraising and investmentsServes as a Member of the NPAIHB Management Team

Hire, train, and manage the Finance Department staff, conduct performance evaluations, and provide guidance on work assignments.Directly supervise two management-level Finance staff, including assisting with hiring, preparing performance evaluations, reviewing work plans, and assigning and reviewing workload.Handle staff complaints, resolve problems.Ensure staff comply with organizational policies, internal controls and applicable accounting standards or regulatory requirements.Works in collaboration with Executive Director and Human Resources on staff disciplinary procedures as outlined in the Program Operations ManualOther Duties

Education
Minimum education required :
Master's degree in finance, accounting, or related field; andAdditional education / certifications preferred :
Master's Business AdministrationCertified Public AccountantExperience
Minimum experience required :
At least ten (10) years of demonstrated experience as a Director of Finance / CFO in a non-profit environment.At least five (5) years of demonstrated experience in the administration of Federal, State and private grants and contracts; preparation and submission of required grant / contract reports; and audit preparation and compliance.
