Deputy Director, Community Development and Housing

The Department of Community Development and Housing (CDH) is recruiting for a Deputy Director who will serve as a senior-level professional responsible for supporting the planning, development, and implementation of affordable and mixed-income housing projects. This position plays a critical role in advancing the organization's mission to increase housing opportunities and strengthen communities through strategic development initiatives, partnership building, and program management.

Essential duties and responsibilities include :

  • Project Development and Management : Lead the development process for multiple housing projects from initial concept through completion, including site identification, feasibility analysis, financing structuring, and construction oversight. Coordinate with architects, contractors, consultants, and other development team members to ensure projects meet quality standards, budget requirements, and timeline objectives. Manage project budgets ranging from $2-50 million and oversee compliance with all regulatory requirements and funding source obligations.
  • Strategic Planning and Policy Development : Collaborate with senior leadership to develop and implement long-term housing development strategies that align with organizational goals and community needs. Research and analyze housing market trends, policy changes, and funding opportunities to inform strategic decision-making. Contribute to the development of internal policies, procedures, and best practices for housing development activities.
  • Financial Management and Resource Development : Identify, pursue, and secure funding from multiple sources including federal and state programs, private foundations, financial institutions, and local government entities. Prepare complex funding applications, financial models, and investment proposals for housing development projects. Monitor and manage project financing throughout the development process, ensuring compliance with all lender and investor requirements.
  • Partnership and Stakeholder Engagement : Build and maintain relationships with key stakeholders including government officials, community organizations, financial institutions, contractors, and resident groups. Represent the organization at community meetings, industry conferences, and policy forums. Collaborate with local planning departments, housing authorities, and other public agencies to advance development objectives and advocate for supportive housing policies.
  • Team Leadership and Staff Development : Supervise and mentor housing development staff, including project managers, development associates, and administrative personnel. Provide guidance on complex development issues, review work products, and ensure team members have the resources and support needed to succeed. Lead cross-functional teams and facilitate effective communication between departments.
  • Program Administration and Compliance : Ensure all housing development activities comply with applicable federal, state, and local regulations including fair housing laws, environmental requirements, and accessibility standards. Maintain accurate project records, prepare regular progress reports for leadership and funders, and coordinate required inspections and compliance monitoring activities.

  • Salary increases contingent upon Property Related Revenue and / or statewide 2011 Realignment Sales Tax Collections performance.
  • Minimum Requirements

    Education : Bachelor's degree in Urban Planning, Public Administration, Real Estate Development, Finance, or related field. A master's degree in any of these areas is preferred. Experience : Five (5) or more years of progressively responsible experience in affordable housing development, real estate development, or community development, with at least three (3) years in a full-scope supervisory or senior management role.

    Desired Qualifications

  • Professional Certifications in Project Management (PMP) or Real Estate Development : Experience working with community land trusts, cooperative housing models, or innovative housing development approaches.
  • Technical Skills : Demonstrated expertise in project financing, including Low-Income Housing Tax Credits (LIHTC), HOME, CDBG, and other affordable housing funding sources. Proficiency in financial modeling, budget development, and project management software. Strong understanding of real estate development processes, construction management, and regulatory compliance requirements.
  • Leadership and Communication : Proven ability to lead teams, manage multiple complex projects simultaneously, and communicate effectively with diverse stakeholders. Excellent written and verbal communication skills, including experience presenting to boards, government officials, and community groups. Bilingual capabilities in Spanish or other languages relevant to the community served. Previous experience in government or nonprofit sectors.
