Psychiatric Health Facility Director

Under direction, plans, organizes and directs Sutter County Health and Human Services Department's Psychiatric Health Facility. The eligible list established from this recruitment may be used to fill any future opening(s), including Part-Time and Extra Help, in this class for up to six months.

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other related duties may be required and assigned.

• Plans, organizes, and directs the activities of the Psychiatric Health Facility, Psychiatric Emergency Services, and / or Forensic Services program(s).
• Supervises, trains, and evaluates the work of principle subordinates.
• Prepares annual estimates of personnel, facilities and equipment needed for preparation of departmental budget.
• Reviews relevant laws, regulations and guidelines issued by the state and / or federal government to ensure compliance with these regulations.
• Develops, reviews, and updates program policies and procedures.
• Collects and maintains documentation necessary to ensure compliance with relevant laws, regulations and guidelines issued by state and / or federal agencies.
• Evaluates and coordinates services between programs.
• Assesses the effectiveness of the program and makes necessary adjustments after consultation with the Deputy Director and / or Branch Director of the Acute Psychiatric & Forensic Services Branch.
• Supervises and consults with other treatment team members regarding patient and milieu management.
• Supervises and consults with line staff regarding patient admissions, referrals, triage and disposition.
• May perform assessment of patients to determine the need for immediate emergency evaluation as opposed to routine consultation.
• Directs intervention with threatening or otherwise difficult patients.
• Facilitates the interface between assigned programs and law enforcement agencies, local jails, other health care providers, and other county departments and agencies.
• Prepares comprehensive reports related to program operations and activities.
• Prepares and / or generates various correspondence and documentation.
• Reviews various documentation and processes, forwards, or takes other action as appropriate.
• Responds to requests for information or assistance.
• Conducts staff meetings and attends meetings and conferences as needed.
• Provides education and training to staff and community partners regarding behavioral healthcare, 5150 processes, and other related topics.
• Attends and participates in internal and external meetings as assigned.
• May require after hours, on call telephone response in emergencies and / or when administrative direction is necessary.

Knowledge of : thorough knowledge of the principles and practices of acute and emergent psychiatric treatment, forensic mental health, counseling, physical and mental illness and how they may impact personality; social aspects of mental and emotional disturbances; thorough knowledge of the use of milieu treatment-team approach for inpatient treatment; thorough knowledge of the assessment of psychiatric emergencies; knowledge of the principles and practices of management necessary to administer and direct major mental health programs; supervision and employee development principles and practices; public relations, community needs, and available community resources as they relate to the position; and applicable laws / regulations.

Ability to : plan, organize, direct and assist in the formulation of policies for the assigned programs; direct, control and evaluate a group of subordinate employees and maintain consistency with program objectives and standards to include budgets; initiate, plan, organize, evaluate and coordinate work assignments with a minimum of direction and control; define problem areas and supervise the collection, interpretation and evaluation of data related to program assignments; define and select alternative plans and processes when necessary; consider and project consequences of decisions and / or recommendations; establish and maintain effective interpersonal relations with clients, the general public and personnel at all organizational levels; instruct, persuade, negotiate and motivate individuals with diverse backgrounds and interests; interpret complex regulations, laws and guidelines; prepare concise, logical oral and written reports and explain policies, procedures and / or recommendations on a wide variety of programs and management issues; communicate effectively both orally and in writing; prepare and maintain accurate records; respond to emergency situations in a calm and controlled manner; and operate / utilize specialized medical equipment, tools and supplies relevant to the position.

Essential Duties require the following physical skills and work requirements : Ability to understand the use of a variety of health care equipment and tools in multi-disciplinary treatment environments; must be able to work in a health care environment; requires the ability to maintain mental capacity which allows the capability of exercising sound judgment and rational thinking under varied circumstances; ability to think and act quickly in emergencies; effectively deal with personal danger; ability to think critically and analyze various groups of information for decision making; requires the ability to maintain physical condition appropriate to the performance of assigned duties and responsibilities; requires the ability to exert a small amount of physical effort in sedentary to light work involving moving from one area of the office to another; ability to see; ability to hear and communicate orally; requires sufficient hand / eye coordination to perform semi-skilled repetitive movements, such as typing, data entry or use of other office equipment or supplies; ability to operate a motor vehicle.

Must maintain current and active license by the Physician Assistant Board as a Physician Assistant or the Board of Registered Nursing as a Psychiatric Nurse Practitioner; or current Registered Nurse (RN) license; or current Clinical Psychologist license or waiver provided by Department of Health Care Services; or valid Licensed Clinical Social Worker (LCSW) license; or valid Registered Nurse license; or valid Licensed Marriage and Family Therapist (LMFT) license; or valid Licensed Professional Clinical Counselor (LPCC) license. May require the possession and maintenance of a valid California Driver's license.
