We are currently seeking an APD-Procurement Consultant Business Analyst to join our team in Little Rock, Arkansas (US-AR), United States (US).

The successful candidate will join a collaborative team providing Business Operations Support (BOS) for a state Medicaid Program. Under the direction of the team manager, they will actively contribute to the execution of tasks, activities, and deliverables that support the program's operational goals. This role involves working closely with the client to develop Advanced Planning Documents (APDs) for federal funding, Requests for Proposals (RFPs), contract amendments, and business requirements for a wide range of software systems and services that support the Medicaid Program. The ideal candidate will have a comprehensive understanding of administration, management, and the full lifecycle of RFP and APD processes, procedures, and best practices. Preference will be given to candidates with experience in State Government APD and RFP processes, as well as a demonstrated ability to lead teams and manage projects effectively.

Job Responsibilities Include :

• Interface with state business users and vendors
• Manage, coordinate, and write APDs and RFPs, including planning, implementation, operational, as needed, and annual APDs; development, maintenance, tracking, and financial reporting of APD activities; collaboration with client project teams to understand APD requirements, especially for as needed APDs; engagement with CMS State Representatives to foster collaborative relationships
• Manage client relationships and expectations, including daily interaction with key client leadership
• Develop client deliverables aligned with project requirements and company documentation standards
• Provide strategic recommendations to clients on critical business and project decisions
• Ensure adherence to all project-defined processes and methodologies
• Participate in meetings and communicate accurate project status, risks, and issues to the Client Partner and Client
• Attend project and stakeholder meetings as needed
• Develop and submit required reports to the client and federal government

Where required by law, NTT DATA provides a reasonable range of compensation for specific roles. The starting pay range for this remote role is $79,920- $145,000. This range reflects the minimum and maximum target compensation for the position across all US locations. Actual compensation will depend on a number of factors, including the candidate's actual work location, relevant experience, technical skills, and other qualifications. This position may also be eligible for incentive compensation based on individual and / or company performance.
