100% Remote Contract : Organizational Change Management & Communications Leader (NC State Project) Job ID : 774723 Employment Type : 12+ Month Contract Pay Rate Range : $70 - $100.00 / Hour (DOE) Client : State of North Carolina - NC FAST / NCDHHS Location : 100% REMOTE The Mission : Leading Digital Transformation and Adoption The North Carolina Department of Health and Human Services (NCDHHS) is seeking an empathetic, creative, and highly experienced Organizational Change Management (OCM) and Communications Leader to guide a critical state-wide initiative. This role is paramount to the success of a major project modernizing processes and technology that impacts hundreds of stakeholders across multiple organizations. You will be directly responsible for leading the communications and change management efforts necessary to transition users from older systems to new business processes and technology. If you are a thoughtful leader with deep OCM expertise who excels at managing resistance and maximizing end-user adoption in complex, decentralized environments, this is your opportunity to drive meaningful public sector change. Key Responsibilities You will execute a structured change management methodology across the project lifecycle, focusing on stakeholder engagement and communications : 1. Change Strategy & Governance Document and implement a robust change management methodology and process to maximize user adoption. Conduct detailed change assessments, process mapping, and risk mitigation planning. Identify, analyze, and prepare tactics to manage anticipated and persistent resistance. Define metrics and monitor change progress, providing regular reports to leadership. 2. Communications & Stakeholder Engagement Lead all communication efforts hands-on, ensuring clear, consistent messaging across the program. Lead and facilitate the cross-functional Stakeholder Advisory Forum. Support and engage senior leaders (Sponsor Plan) and organizational design activities. 3. Readiness & Adoption Create and deliver actionable communications, training (Training Plan), and people manager deliverables. Coordinate efforts related to end-user readiness assessment and manage the overall Change Portfolio. Support critical project activities, including User Acceptance Testing (UAT) and post-launch adoption efforts. Required Professional Qualifications We are looking for a collaborative team player with a strong blend of OCM leadership and project execution skills. OCM Expertise : Significant, documented experience in Organizational Change Management. (Formal certification in Prosci, ADKAR, or Kotter is a plus, but not required). Change Communications : Extensive hands-on experience leading communications efforts as part of an OCM function. Stakeholder Management : Proven experience managing resistance and driving high adoption rates in complex, decentralized organizations. Project Management : Experience in general Project Management principles and integrating OCM activities into the overall project plan. Process Transformation : Experience specifically within large-scale process transformation or system modernization initiatives. Core Skills : Exceptional written and verbal communication skills, including experience with training program design and end-user readiness assessment. Why This Role?
