Chief Operations Officer

The Chief Operations Officer (COO) will be a visionary and strategic leader in healthcare operations, deeply committed to reproductive freedom and social justice. As a key member of the Senior Leadership Team at Planned Parenthood of Illinois (PPIL), the COO will partner closely with the President / CEO to shape the future of sexual and reproductive healthcare across the state. This role will lead a diverse and high-impact team responsible for frontline healthcare delivery, clinical quality and human resources to enhance overall organizational operation and administrative integration.

The ideal candidate will bring a proven track record of advancing equitable access to health care, driving innovation, navigating complex challenges, and leading high-performing, matrixed teams with agility and purpose. The COO will provide operational oversight, and organizational leadership necessary to ensure PPIL has the systems, talent, and infrastructure in place to scale effectively and deliver on its mission with excellence, accountability, and impact.

Essential functions :

  • In conjunction with the CEO and Senior Leadership Team participates in the development and implementation of the strategic organizational alignment, including high quality, patient focused health care, and its intersection with advocacy, education, research, and development.
  • Leads the design for enhanced operations, culturally responsive health care service lines, and organizational alignment to provide the highest quality, accessible, patient-centered care, with a focus on improving efficiencies.
  • Leads the team to develop the business plans for and implements or continues to advance innovative, forward-thinking clinical services and market development for Family Planning, Abortion Care, and Gender Affirming Care, that center the communities being served.
  • Oversees expanding patient access to care through a comprehensive call center and online appointment scheduling system.
  • Assists the CEO and Senior Leadership Team in new clinical program development, ensuring participatory decision making and appropriate design and implementation.
  • Ensures program and organization compliance with Planned Parenthood Federation of America (PPFA) Elements of Performance, health care policies and procedures, as well as with those external regulatory bodies such as, HIPPA, OSHA, CLIA and other professional review and standards boards.
  • Maintains the organizational structure and processes necessary to manage the organization's current activities and its projected growth.
  • Influences organizational change as necessary to facilitate strategic initiatives and planned growth.
  • Participates in the development of long-range strategic plans, organizational resources alignment and governance structure.
  • In conjunction with the CEO, develops operations plans, and coordinates corresponding budgets reflecting the volume, revenues, expenses, staffing, and capital needs of the organization.
  • Ensures responsible medical supply spending practices, through tracking and inventory of supplies and equipment, in compliance with the operating budget.
  • Analyzes, recommends, and supports performance improvements on quality measures to engage in work redesign, changes in organization systems, policies and procedures, and quality improvement process within the organization.
  • Seeks and evaluates process improvement information, materials, and methods to match specific organizational needs and adapts them to use in the execution of process improvement initiatives, including coordination of accreditation processes.
  • Provides follow-up to monitor the progress of planned improvement implementation to assure timely action, appropriate management support, and achievement of expected benefits. Uses appropriate measurement, analysis, and evaluation methods to accurately identify and document process improvements.
  • Coordinates with related departments and functions to assure appropriate information flow and understanding of overall process improvement direction.
  • Models the characteristics, values, and standards adopted by the organization and upholds the tenets of the overall equity statement.
  • Demonstrates an understanding of and commitment to PPIL core values of access, activism, care, confidentiality, diversity, excellence, integrity, respect, self-determination, and stewardship; practice these values in relations with internal and external customers.
  • Attends seminars, training sessions and in-services, to keep current with trends and practices in health care administration, as needed.
  • Collaborates with PPFA, and other external constituency organizations as appropriate to advance the mission and presence of PPIL.
  • Participates in staff, management, and provider meetings, as necessary.
  • Performs other job-related duties, as may be assigned.
  • Partners with CFO and Revenue Cycle Management (RCM) to ensure operational priorities are aligned with revenue maximization efforts.

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. This role requires the ability to travel to health center sites throughout the state of Illinois, and occasional travel outside of the state as an affiliate representative. This is a hybrid position requiring 2-3 days in person at the Chicago Administrative Office. While performing the duties of this job, the employee is regularly required to sit, stand, walk, talk, hear and use the phone. The employee is frequently required to use hands and fingers to key in data, handle, or feel and reach. The employee must occasionally lift and / or move up to 25 pounds.

Supervisor : Chief Executive Officer

Status : Full time, exempt from the overtime provisions of wage and salary regulations.

Direct Reports : VP Clinical Operations; and VP Human Resources

Qualifications : Education :

Master's degree or higher in healthcare administration, business administration, organizational development, or equivalent required.

Experience :

Minimum of ten years' experience in healthcare, with proven leadership of highly functioning, team-based operations and systems of care and budgetary accountability. Minimum of ten years of senior-level leadership; experience in upper-level management preferred. Experience in supervision of managers and / or director-level employees required.

Passionate commitment to PPIL's mission and values related to health equity, especially centering on racial and gender equity, and a deep sense of accountability to community.

Demonstrated understanding of the role that racial inequity plays in our society and its impact on healthcare systems and care delivery.

Demonstrated ability to use quantitative and qualitative data effectively and to inspire successful delivery on key performance indicators.

Demonstrated ability to respond to changing priorities and simultaneously lead multiple complex initiatives.

Prior success in fostering cross-departmental partnerships and collaborations to advance success of organizational priorities.

Experience with legal communications and highly sensitive matters.

Strong planning, program management, and organizational skills are essential, including the ability to prioritize and maximize limited resources to achieve goals.

Excellent verbal and written communication and proven leadership skills required.

Exceptional decision-making, problem solving and priority-setting skills. Strategic thinker with excellent analytic abilities and judgment, and a focus on outcomes, finances and impact.

Entrepreneurial with experience implementing innovative healthcare initiatives.

Sound judgement under pressure with proven ability to anticipate problems and negotiate solutions.
