Program Management Analyst - Washington DC

VISTA Technology Services, Inc. (VISTA) is currently seeking a Program Management Analyst to support our NAVSEA customer. This is a hybrid position reporting onsite three days a week in Washington, DC. Responsibilities :

  • Implement and maintain organizational programs in support of client efforts
  • Work with key stakeholders to develop integrated master schedules, review contracts, and project cost accounting
  • Help with tactical planning using resources such as Microsoft Project
  • Interact regularly with senior program managers, SMEs, and stakeholders across multiple programs
  • Executing funding
  • Attending budget meetings
  • Meet with sponsors to determine funding origin and allocation
  • Develop briefs on status of programs
  • Update budget slides
  • Prepare burndown reports, ad-hoc reports, and performance metrics / Key Performance Indicators (KPIs)

Basic Qualifications :

  • Bachelor's degree
  • 4+ years of experience in contract administration or contract management supporting Navy and / or DoD acquisition programs
  • Experience working as or with the Contracting Officer's Representative (COR)
  • Experience drafting pre-award acquisition documents and post-award contract management documents, including Acquisition Plans, Acquisition Strategies, Statements of Work, RFP packages, contract modifications, and technical instructions
  • Experience navigating and using the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulations System (DFARS)
  • Experience with Contractor Performance Assessment Reporting System (CPARS)
  • Experience developing programmatic schedules such as Integrated Master Schedules (IMS)
  • Experience using Microsoft Project and Excel
  • Knowledge of IPS Pillars for Federal Acquisition processes
  • Knowledge of Navy ships, submarines, or unmanned systems
  • Ability to operate independently within a team environment
  • Strong communication and organizational skills
  • Active DoD Secret clearance
  • Desired Qualifications :

  • Bachelor's degree in a Business field
  • Experience with ACAT 1 programs
  • Experience developing multiple IMS products
  • PMP Certification
  • Salary : Salary at VISTA is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $80,000.00 to $130,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of VISTA's total compensation package for employees. We also offer a competitive leave package and a generous benefit plan which includes medical, dental, vision, life and disability insurance, tuition assistance, and an employer matching 401(k) plan. Applicants selected for this position will be subject to a government security investigation and must meet eligibility requirements for access to classified information.
