Overview
Under general supervision prepares and interprets program and financial information for supervisors, managers, administration and appropriate governing or advisory committees; provides program monitoring and evaluation; assists with the development of new budget and grant initiatives; assists with annual budget development, monitoring, and year end budget close-out; develops and monitors performance based contracts; and performs related work as required. Supports and promotes the Mission, Vision and Guiding Principles of the Human Service Department. Performs in a manner consistent with the HSD Professional Standards and "Commitment to my Co-Workers".
Responsibilities
25% - Assists with annual budget development, monitoring and year end close-out for assigned programs.
- Analyzes trends and program changes to develop cost-to-continue estimates and budget recommendations.
- Monitors various budgets in assigned program areas and works with program and fiscal staff to implement adjustments as required.
- Makes budget-to-actual comparisons, and revenue and expenditure projections.
- Reviews assigned accounts to ensure accurate charges and closes accounts for year end reconciliation.
20% - Develops provider contracts and assists in contract monitoring
Prepare contracts as requested, working with program staff to identify specific provider expectations and / or outcomesRequests required information from providers and responds to provider questionsWorks with program managers and provider agencies to develop and monitor performance-based contracts.20% - Evaluates and Monitors HSD Programs and Projects
Develops and maintains RockStat reports for assigned program areas. RockStat reports track fiscal, programmatic, and outcome information.Provides continuous evaluation of programmatic and fiscal data for assigned programs, highlights areas of concern and provides recommended solutions.Participates in and / or facilitates work groups or projects as appropriate to improve HSD operations based on recommendations.30% - Assists in grant administration
Prepares, reviews and analyzes grant budgets, financial reports and other fiscal documents.Ensures timely submission of any required program or fiscal reports.Gathers and produces data required for various funding requests and coordinates submission as needed.5% - Other duties as assigned.

Graduation from an accredited college or university with major coursework in business administration, public administration, accounting, economics, statistics, or a human services related field.Physical Elements
