DSHS ESA Fiscal Analyst 5 (Subrecipient Monitoring Grant Manager)

Join our team as a Fiscal Analyst 5 Subrecipient Monitoring Grant Manager in Olympia! In this role, you will serve as the primary financial advisor to the Economic Services Administration's Executive Management for statewide programs funded by state and federal resources, with a focus on the Office of Refugee and Immigrant Assistance (ORIA). Reporting to the Federal Accounting and Reporting (FAR) Manager within the Accounting and Internal Control Section, you will provide expert analysis, interpretation, and application of federal, state, and Office of Financial Management (OFM) guidelines, including 2 CFR Part 200. Your work will involve independent judgment to evaluate financial data, explain complex fiscal information to a variety of audiences, and provide management with both actual and projected account statuses, along with actionable recommendations. This position is critical in ensuring accurate oversight and effective management of ORIA subrecipient grants across the state.

Some of what you'll do :

• Monitor subrecipients of ORIA federal funds through onsite visits, interviews, reviews, and reports to ensure compliance with the Office of Management and Budget (OMB) 2 CFR Part 200 and other federal requirements.
• Review and analyze budgets, contracts, financial requests, and Federal Funding Accountability and Transparency (FFATA) data; coordinate with program managers to ensure accurate federal submissions.
• Prepare monitoring reports with findings and recommendations; advise program managers on fiscal issues and funding decisions.
• Interpret and apply federal and state fiscal policies, laws, and regulations, translating technical requirements into clear guidance for non-accountants.
• Design, develop, and implement fiscal processes and procedures with staff to ensure accurate reporting, including Schedule of Expenditures for Federal Awards (SEFA) and year-end closing activities.
• Provide training, guidance, and mentoring to staff, program managers, and subrecipients; serve as a Subject Matter Expert (SME) for audits and fiscal policy.
• Recommend improvements to internal controls and business practices while ensuring compliance with DSHS, OFM, State Auditor's Office (SAO), and federal requirements.

Professional experience may substitute for education, but generally not for the required credit hours. A Master's degree in a financial-related field, or certification as a Public Accountant (CPA), Internal Auditor (CIA), Certified Governmental Financial Manager (CGFM), or Management Accountant (CMA) may be substituted for professional experience. Equivalent combinations of education and experience will also be considered.
