Forensic Purchasing Specialist Senior

The Virginia Department of Forensic Science (DFS) is seeking a highly skilled, motivated, and detail-oriented Forensic Purchasing Specialist Senior to join our Procurement and Support Services Section. In this position, you'll be at the forefront of supporting forensic science by purchasing an array of goods, services, and equipment to support forensic services, building operations, and administration. From chromatographs, ballistic comparison microscopes, to fuming chambers and other specialized items, you'll help procure some of the unique and innovative items we purchase. The mission of the DFS is to provide laboratory services in criminal matters in the Commonwealth of Virginia, support the criminal justice system with quality and timely services, and advance the understanding of forensic science in order to promote public safety. DFS is fully accredited by the ANSI National Accreditation Board (ANAB) and has four locations throughout the state. This position will manage various methods of procurements to procure a variety of goods and services to support laboratory operations, building maintenance and general administration. This position will also establish relationships with internal customers, formulate solicitations of various values and complexity, source suppliers, negotiate and manage contracts, issue purchase orders, and perform contract administration. In addition, this position will interpret policies and procedures and provide support services to agency personnel in various locations, levels and positions ensuring procurements are performed and prepared in accordance with the Code of Virginia, the Agency Procurement and Surplus Property Manual (APSPM), VITA "BUY IT" Manual, and DFS policies and procedures. This position may be eligible for telework opportunities after completing agency training and orientation.

Minimum Qualifications :

  • Experience drafting, sourcing, negotiating, and managing medium to complex contracts
  • Experience procuring a variety of goods and services, ensuring compliance with procurement regulations
  • Demonstrated experience managing various methods of procurement
  • Proficiency with Microsoft Office 365, to include Word, Excel, Access, and Outlook, and automated procurement systems.
  • Excellent customer service, interpersonal, and organizational skills with the ability to communicate to internal and external customers
  • Ability to work independently with minimal supervision, as well as with a team
  • Demonstrated working knowledge of the Virginia Public Procurement Act (VPPA), the Agency Procurement and Surplus Property Manual (APSPM) and / or the VITA "BUY IT" Manual
  • Working knowledge of statewide initiatives such as Small, Woman-owned, and Minority businesses (SWAM) and Small Purchase Charge Card (SPCC) program, or other business charge card.
  • Experience with eVA (the Commonwealth's electronic procurement system)

The selected candidate is required to complete the Statement of Economic Interest training within 60 days of employment and every two years thereafter.
