The Prince George's County Health Department is currently seeking qualified applicants to fill a Fiscal Administrator (Budget Management Analyst 3A), grade A24 position in the Office of the Health Officer / Local Behavioral Health Authority.
This is senior level professional and administrative staff work in all phases of budgetary development and administration or management analyses projects within the Local Behavioral Health Authority. Incumbents are responsible for performing complex budgetary functions / management analyses projects to include reconciliations and may lead a team and / or provide technical guidance and training to subordinate Budget Management Analysts or Budget Aides.

The department is composed of four divisions : Behavioral Health Services, Environmental Health and Disease Control, Family Health Services, and Health and Wellness, supported by the Office of Administration, Office of Human Resources and the Office of the Health Officer. The mandate of the department has been, and will remain, broad. This plan emphasizes improving core functions and operations, including protecting the public from health threats, implementing strategies to support healthy living, and maintaining a focus on vulnerable populations, while developing efficient internal processes to support these activities.
Performs the full range of budgetary / management analyses duties and responsibilities.
Serves as liaison between Office of Management and Budget and assigned departments and agencies for all aspects of budget preparation, review and administration.
Provides budget preparation instruction and guidance to assigned departments and agencies; provides technical assistance during budget preparation.
Evaluates budgetary submissions for technical compliance and for funding implications upon program operations.
Prepares written and oral presentations describing requested budgets of assigned departments and agencies.
Participates in budgetary meetings with agency representatives, senior budget staff, and Council members and staff, regarding budget proposals.
Uses automated data systems and other sources, monitors agency expenditure patterns and prepares projections of future expenditures.
Prepares written and oral reports for the Deputy Budget Director, Budget Director, and Chief Administrative Officer.
Serves as budget representative on selected County committees; may occasionally serve as budget representative for the County with outside organizations.
Is required to use automated equipment in conjunction with assigned duties and responsibilities.
Minimum Qualifications :
An equivalent combination of education and experience may be considered.
