Overview

GENERAL PURPOSE : Performs a variety of routine and complex clerical, administrative and technical work in the processing and issuance of building and planning permits. Provides front-line customer service, receives permits from developers, builders and the general public; reviews permits, applications and plans for completeness; assigns identification numbers and logs in reference ledgers; answers general and routine questions relating to building and permit applications, hearings, appeals and inspections; and performs various clerical duties in addition to other support functions for building and planning inspection activities. Tracks status of departmental reports and plan reviews, and disseminates information to other departments. Coordinates City plan review comments into one document for applicants. Attends Planning Commission and other related meetings, with ability to work various evenings and / or extended work hours as needed.

SUPERVISION RECEIVED : Works under the general supervision of the City's Building Official, reporting to and under the direction of the Community Development Director.

Essential Duties and Responsibilities

  • Provides superior customer service to the citizens of DuPont.
  • Provides general zoning, building and related code information and application forms to permit applicants and the general public in person at the reception counter, over the phone, and via written correspondence as applicable.
  • Provides guidance in filling out various applications and forms, making sure applicants understand the permitting process and the necessary information and attachments required to submit an accurate and complete application.
  • Answers questions regarding building codes and routine zoning permits at the counter or on the phone.
  • Directs permit applicants (building and land use), builders, developers and the general public to the appropriate City Code, regulation manual, or information sheets for specific information.
  • Processes permit applications by accepting the application and fees, checking for accuracy and completeness, calculating fees, routing to appropriate review staff, monitoring application progress for status reports, and preparing plans and permits for issuance. Issues simple, routine permits within scope of authority and responsibility assigned.
  • Maintains accurate and timely records of all land use and building permits and files, including but not limited to maps, plans, inspection records, application forms, hearing and appeals records and all activity records and files (including files dealing with customer service issues and resolutions).
  • Inputs, maintains and compiles a variety of data on permitting activity, such as the number of permits by type, valuation, permit fees, review time, problem areas, conditions imposed, actions taken, etc.
  • Maintains building files and other departmental records.
  • Assists and coordinates department public disclosure requests related to building permit files.
  • Assists department admin staff with maintaining land use files.
  • Assists in establishing efficient and effective procedures for permit processing.
  • Performs research on codes and ordinances as assigned.
  • Researches problems and complaints regarding commercial and residential buildings, building construction and code compliance.
  • Assists in the scheduling of requests for building permit field inspections and maintains an inspection activity log.
  • Attends meetings and takes minutes as directed. Must be available to work a flexible schedule to attend evening meetings as needed.
  • Establishes and maintains the City address system for new and existing buildings.
  • Provides support to front-counter reception duties by answering phones, greeting the public, providing customer assistance, cashiering and processing customer requests as needed.
  • Performs other duties as assigned.

Knowledge, Skills and Abilities

  • Considerable knowledge of manual and computerized record keeping systems.
  • Knowledge of Uniform Building Codes, general land use development, and zoning regulations.
  • Knowledge of modern office and clerical practices / procedures.
  • Skill in the use of computer with word processing, spreadsheet and permitting software and other standard office equipment.
  • Ability to communicate effectively orally and in writing.
  • Ability to establish effective working relationships with contractors, developers, architects, engineers, owners, other City employees, and the general public.
  • Ability to read and understand complicated plans and blueprints.
  • Ability to work under conditions with frequent interruptions.
  • Minimum Qualifications

    High school graduation or GED and two years\' related work experience; or any combination of related education, experience, or training that in the opinion of the City would provide the level of knowledge, skills, and abilities required. Certification as Permit Coordinator / Technician at time of hire, or acquired within 6 months of hire.

    Desired : graduation from a two-year college or business school program and experience in an administrative / technical capacity providing staff assistance, in the public sector building and / or planning departments is desirable.

    Tools and Equipment Used

    Personal computer software programs (i.e. Microsoft Word, Excel, Outlook, PowerPoint), phone, copy machine, scanner, facsimile machine, audio & visual meeting equipment.

Hand-eye coordination is necessary to operate computers (typing speed at a minimum of 30 words per minutes) and various pieces of office equipment. Specific vision abilities are required for close vision reading and adjustment of focus. While performing the duties of this job, the employee is frequently required to stand or sit; walk; talk and hear; use hands to handle, feel or operate objects, tools and controls; and reach with hands arms. The employee must occasionally lift and / or move up to 30 pounds. The noise level in the work environment is typical to an office.
