Northrop Grumman is currently seeking a Proposal Analyst - Level 2, to join our team. The preferred location for this role is Redondo Beach CA. We may also consider the following Northrop Grumman Space sector locations : Dulles VA; Magna UT; or, Baltimore MD. This individual will be responsible for the preparation of various types of proposals for development, production and competitive contracts including modifications to existing contracts. In addition, this individual will support gate reviews, government audits, customer fact-finding and negotiations with the customer.

In this job, you will :

• Compile cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications and other pricing / cost requirements.
• Lead and coordinate the collection and accumulation of cost, scheduling, and performance elements from functional departments.
• Develop, test, and maintain software applications using Python.
• Collaborate with cross-functional teams to define, design, and ship new features.
• Research and analyze historical data as well as develop cost models to support proposal efforts.
• Estimate and develop the Consolidated Bill of Material (CBOM) requirements.
• Analyze specifications, including sketches, blueprints, bills of material, or sample layouts, and calculate production costs using labor and material pricing schedules and historical data.
• Review purchase order history, actuals, quotes, and proposals to estimate the CBOM.
• Incorporate escalation and quantity variance curve factors and extended costs for required quantities.
• Provide price analysis in support of program objectives.
• Analyze data such as direct labor hours, past performance, costs of previous procurements, and / or comparison to similar items / scope.
• Present and brief cost issues and risks to senior management.
• Coordinate activities and participates in customer fact-finding meetings.
• Participate in should-cost and pricing reviews with management and customer representatives.
• Lead and support DCAA audit reviews for proposals and other customer cost reviews.
• Participate as a member of the contract negotiating team.
• Other duties as assigned.
