The Contracts and Procurement Specialist II provide contract and procurement activities for OCHN as well provide related technical support to the Manager of Contracts and Procurement.
Essential Functions
Procurement :
- Locate, analyze, develop, and maintain a consolidated vendor roster to meet current and future commodity needs.
- Serves as primary lead Contract and Procurement Specialist for RFP (Request for Proposal), RFQ (Request for Quotes) and bid processes including technology purchases which are high-level, technical and require the application of complex procurement standards and procedures.
- Ability to perform emergency procurement activities as warranted by national, state, or local crisis situations.
- Provide content expertise in the development of Procurement policies and procedures.
- Provide content expertise in the drafting and collaboration of Scope of Work for RFPs and RFQs, many of which are high-level, technical and require the application of complex procurement standards and procedures.
- Drive continuous improvement in all aspects of the procurement process.
- Implement appropriate sourcing strategies to control OCHN purchased material costs and to assure an adequate source of supply, including conducting market research and analysis.
Contracts :
Prepares contracts for OCHN and is responsible for making certain contracts have appropriately addressed all risk management, legal and compliance issues.Prepares contracts with providers and other contractors related to grants, monitor grant activities and reporting requirements, coordinates reporting requirements with persons assigned to manage the grants as needed.Negotiate complex, critical, and / or high-risk projects to drive a clear understanding of supplier, performance expectations, mitigate risk, establish key deliverable dates, pricing and other contract terms to ensure sourcing solutions drive value in an appropriate time frame.Serve as liaison between OCHN staff and vendors during contract negotiations, implementation, and management.Monitor all contracts and agreements for assigned commodities.Monitor suppliers, cost, quality, and delivery performance. Develop standard and ad-hoc reporting on these factors as needed.General Duties :

Education :
Three years’ experience in the field of buying for a public agency of end items such as services, supplies, and equipment.Bachelor’s degree in business, purchasing, or related field from an accredited college.Experience Requirements :
Experience in contract processing, purchasing, accounting or related field.Experience with Microsoft 365.Experience in purchasing, procurement, business administration, public administration, accounting, or related areas which included contact with public.Experience in leading evaluation committees and recommending awards; negotiating with bidders and contractors.Experience in maintaining a positive, professional attitude and ethical relations with vendors and OCHN staff within a fast-paced environment.Experience with providing direction and assistance to other staff relative to the procurement process as well as serving as mentor to new procurement staff.Experience in contract negotiation and practices.Job Specific Competencies / Skills :
