Utilities Assistant Engineering Director
Location : Marion County, FL
Pay Grade : $100,568-$155, 875 annually | Exempt | Full-Time
Salary effective Oct. 1, 2025 pending board approval.

About the Role
Marion County is hiring a Utilities Assistant Director of Engineering to oversee the engineering division within the Utilities Department. This role leads the design, permitting, construction management, and inspection of county utility systems. The position also manages capital improvement projects, coordinates with contractors and consultants, and ensures compliance with state and federal regulations.
This is a leadership role that directly impacts the county’s water, wastewater, and groundwater infrastructure. As an Emergency Essential position, availability during declared emergencies is required.
What You’ll Do
- Lead and oversee the Utilities Engineering Division, including staff supervision and project management
- Manage and develop Capital Improvement Projects (CIP), budgets, and long-term planning
- Prepare and certify plans, specifications, and permits for water, wastewater, and monitoring facilities
- Coordinate with regulatory agencies, consultants, and contractors on permitting and design issues
- Provide design services and construction-phase engineering support for utilities projects
- Review contracts, pay requests, change orders, and consultant agreements
- Develop technical reports, studies, and grant / loan applications to support utilities projects
- Provide technical guidance to staff on environmental impacts, lab testing, and system troubleshooting
- Represent the department at public meetings, with government officials, and in regulatory discussions
- Ensure compliance with codes, specifications, and permitting requirements
Qualifications
Education & Experience :Bachelor’s degree in Civil, Environmental, or related engineering field7+ years of engineering experience in water and / or wastewater utilities3+ years of supervisory experienceLicenses / Certifications :Valid Florida Driver’s LicenseProfessional Engineer (PE) license in Florida (or ability to obtain via reciprocity within a reasonable time)Skills We’re Looking For
Strong knowledge of water, wastewater, and groundwater engineering principlesAbility to manage multi-million-dollar CIP programs and keep projects on time and on budgetKnowledge of hydrogeology, permitting, lab procedures, and sampling techniquesFamiliarity with CADD, GIS, and computer applications for utilities engineeringExcellent communication and public presentation skillsStrong leadership and administrative management skillsAbility to evaluate engineering problems in the field and implement cost-effective solutionsWork Environment
Work is primarily office-based but requires site visits and coordination with field staff. Limited exposure to outdoor and construction environments may occur.
