Overview

Classification Summary : Under limited supervision, manages all water production functions for the Village of Ruidoso. The position performs a wide variety of skilled and semi-skilled operations and maintenance functions related to raw water storage, potable water wells, water treatment plants and potable water storage. Oversees and assists staff in performing a variety of skilled, semi-skilled and unskilled operation and maintenance tasks. This position is Exempt from FLSA.

Job Title Summary : The Water Production Manager directs the operations of the Water Production Division of the Utility Department of the Village of Ruidoso. The primary focus is to plan, manage, schedule and oversee daily operation, maintenance and repair of system components in compliance with all NMED and US EPA drinking water standards and permit requirements. The position assists the Utility Director in planning and implementing system upgrades and extensions and in monitoring and documenting use of water rights. This position is responsible for preparation and submission of all state and federal mandated reports, and assists in developing and implementing policies and procedures to advance the department\'s mission, goals, and objectives. It also determines and recommends, to the Utility Director, levels of staff and equipment needed to effectively provide services to the Village.

Essential Job Functions

  • Plans, directs and inspects the maintenance, repair and improvement of a complicated water production system with multiple wells, two raw water storage facilities, two water treatment facilities and multiple finished water storage tanks
  • Manage the production of adequate raw and treated water supplies to meet varying seasonal water demands, and standards set by NMED and US EPA
  • Manage and supervise assigned operations to achieve goals within available resources; plans and organizes workloads and staff assignments; trains, motivates and evaluates assigned staff; reviews progress and directs changes as needed
  • Oversees adjustments to treatment processes as required to meet permit requirements
  • Ensures that system is functioning and staffing is available to meet peak seasonal demands
  • Ensures that there is a sufficient inventory of plant process chemicals and chlorine
  • Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned areas to assure sound fiscal control; prepares departments annual budget requests; assures effective and efficient use of budgeted funds, personnel, material, facilities and time
  • Supervises and performs sampling or tests or contracts for the sampling or tests of various water quality factors such as bacteria, iron, manganese, chlorine, alkalinity, and hardness using a variety of laboratory equipment including spectrophotometers and pH meters in order to ensure compliance with NPDES Permit daily and monthly sample collections and reporting requirements and 40CFR136
  • Responsibilities include interviewing, selecting, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints, identifying and resolving problems
  • Ensure Pump Station MCC's, VFD's, Pump control valves are properly maintained and function properly and calibrated.
  • Oversee the maintenance and repair of the water distribution system including checking, servicing, repairing and maintaining pump stations, pressure reduction valves, and water storage tanks.
  • Manages O&M and reporting requirements of Two Dam structures.
  • Works closely with Federal and State Regulators from various departments.
  • Manages and prepares daily water quality and usage reports for management and state oversight agencies or as assigned.
  • Responsible for NPDES Permit reporting and sample collections, ensuring lab work requirements meet permit requirements as per 40CFR136.
  • Reviews and comments on plans for capital projects affecting plants.
  • Attends safety meetings and instructs employees on safety practices and procedures.
  • Managers water operator and monitor water treatment plant processes by checking monitors and reports and adjusts treatment processes to maintain desired quality.
  • Perform tests for various water quality factors such as bacteria, iron, manganese, chlorine, alkalinity, and hardness using a variety of laboratory equipment including spectrophotometers and pH meters.
  • Manages and ensures laboratory equipment is properly maintained and calibrated according to manufacturer specification.
  • Responsible to manage proper collection of required system sampling to meet regulatory requirements to include but not limited to : Total Coliforms, Chlorine residuals, TTHM's, HAA5's, VOC's, TOC's, and ensuring proper reporting.
  • Responsible to make sure the chief plant operator monitors and maintains booster stations, wells, reservoirs, headworks, and pressure reduction valves following prescribed safety measures.
  • Ensures daily process parameters, daily meter readings collection is correct and entered into the computer worksheet.
  • Responsible for managing and maintaining plant process chemical and chlorine inventory.
  • Has a good practical knowledge of PLC's, 4-20 ma Signal output calibrations.

Other Responsibilities or Job Requirements

  • Evaluates and formulates short and long range plans for water production included in the Water Comprehensive Plan
  • Performs complex research and prepares associated reports on water issues impacting the Village of Ruidoso to the Utility Director and Management
  • Reviews and comments on plans for capital projects affecting plant.
  • Provides leadership and direction in the development of short- and long-range plans; Gathers, interprets, and prepares data for studies, reports and recommendations; Coordinates division activities with other departments and agencies as needed.
  • Communicates official plans, policies and procedures to staff and the general public
  • Responds to public or other inquiries related to department policies and procedures, evaluates issues and options regarding utilities operations and makes recommendations
  • Responsible for maintenance program of assigned vehicles and special equipment
  • Responsible for cleanliness of work areas
  • Assists with maintenance and repair of water distribution system on an as needed basis.
  • Responsible for ensuring the cleaning and maintaining of water treatment plants and laboratory
  • Shares on-call responsibilities for after hour's problems at the water plants
  • Assists and supports other village departments when needed.
  • Ensure that employees keep timesheets based on actual hours worked and that employees time sheets are submitted accurately and timely on a bi-weekly basis
  • Ensure proper purchasing procedures are followed.
  • Ensures that any on-the-job injury is reported immediately and followed up with appropriate forms and actions
  • Ensure any reports of harassment are immediately reported and appropriate actions are taken.
  • Ensure compliance with all Village of Ruidoso policies and procedures including but not limited to Procurement, IT, Personnel Manual, Safety Manual etc.
  • Reports any suspected fraud and / or abuse to the Utility Director or Village Manager

  • Qualifications

  • Bachelor\'s degree in engineering or related field and three-year water production experience including two years supervisory experience, OR an Associate\'s degree in environmental technologies or related field and five years water production experience including two years supervisory experience, OR high school education and six years water production experience including three years of supervisory experience
  • New Mexico Water Level IV certification required.
  • Two years as a Chief Plant water operator, or water operator, or Water Director preferred.
  • Excellent communication and organizational skills
  • Possess demonstrated ability of personal computer operations within a Windows Microsoft environment, including Word, Excel, and Outlook.
  • Skills in air pack usage.
  • Posses demonstrated ability of personal computer operations within a Windows Microsoft environment, including Word, Excel, and outlook
  • Must be able to pass criminal history checks
  • Must be willing to take and pass a drug / alcohol test and comply with agency "Drug Free" Policies.
  • Must possess and maintain valid New Mexico motor vehicle operator's permit of appropriate classification and endorsement as required. Must agree to maintain a satisfactory MVR and minimum requirement of insurability as required by law. MVR background checks will be conducted by the Village.
  • Physical Demands

  • Frequently required to use hands to finger, handle, feel or operate objects, tools, or controls and reach with hands and arms
  • Occasionally required to climb or balance, stoop, kneel, crouch or crawl, and smell
  • Occasional pushing, pulling, lifting, and / or moving up to 50 pounds

  • Possess ability to adapt to inclement weather conditions and / or situations.
  • May work a fairly irregular schedule, long hours, weekends, and holidays.
  • May be called when needed.
  • Noise levels could be moderate to loud in work environment.
  • Travel Requirements
  • Normal travel - ability to travel for activities such as meetings, classes, and workshops in and out of the area.
  • Must be able to travel by air as needed to attend training, conferences, and related activities.
  • Overnight travel as required.
