Superintendent of Maintenance & Operations

General Function

Highly responsible technical and supervisory position requiring considerable independent action and decision-making, and technical expertise in the coordination of employees, equipment, and materials to ensure the daily operations of the Streets, Stormwater, QRT, and Right-of-Way Division (the Division) within the Public Works and Engineering Department.

Work involves activities such as reviewing construction drawings, inspections for compliance with the construction drawings and permit requirements, maintenance and repair of City's stormwater system, streets, curbs, sidewalks, bridges, and right-of-way, ability and skills in managing and supervising the staff. The exercise of extensive initiative and independent judgment is required for providing guidance and supervision for the continuous operation and maintenance of the Division. Establish service levels and recommend projects in order to meet current and future regulatory requirements.

Administrative functions of this position include enforcement of applicable policies, rules and regulations, budget preparation, capital improvement planning, staffing and training of personnel, including performance appraisals, and personnel selections, as well as ensuring that efficient and correct safety procedures and practices are followed.

Essential Duties and Responsibilities

• Assists in determining, developing, implementing, and ensuring adherence to operational procedures consistent with federal, state, and local laws, ordinances, regulations, and guidelines as well as with City and departmental policy and procedures.
• Inspects construction and repairs of the work within the right-of-way and private development, when necessary, for conformance with applicable regulations and prepares reports.
• Plan review to ensure compliance with the Department's requirements.
• Responds to customers' complaints and inquiries.
• Oversees the development, construction inspection, presentation, and implementation of long and short-range programs; presents studies and special reports concerning projects and processes.
• Advises and replies to inquiries from City officials, employees, government agencies, and the general public on policies, operations, regulations, standards, and future requirements of the Division.
• Prepares and maintains records, reports, and daily logs to meet permit requirements of the Division.
• Ensures proper utilization of appropriated funds.
• Performs office and personnel supervisory duties.
• Trains and evaluates the work of supervisory, skilled, semi-skilled, and unskilled workers.
• Ensures the safety of the employees and equipment by following best industry practices, ensuring crews use personal safety equipment.
• Plans, organizes and directs the coordination of manpower allocation, scheduling and assignments for crews under charge; prioritizes and coordinates work orders to minimize disruption in operations.
• Plans, organizes, directs, inspects, and evaluates work of subordinates and private contractors assigned to the construction and maintenance of streets, curbs, gutters, sidewalks, bridges, and seawalls and / or the maintenance of storm sewer appurtenances such as catch basins, outfalls, trenches, wells and underground infrastructure.
• Formulates and recommends policies and procedures for the SSQR Division.
• Prepares and monitors Division's annual budget; orders supplies and materials within scope of financial authority; monitors and justifies costs and / or expenditures for adherence to operating budget.
• Inspects new system hook-ups and abandonment; inspects work in progress, modifies or adjusts work methods, crew sizes and related factors to ensure projects are completed in accordance with work orders.
• Ensures equipment, machinery, tools, and supplies are properly used, inventoried, and maintained at all times; oversees uniform management.
• Administers contracts, meets with contractors and coordinates work and projects assigned to private contractors to ensure timeliness and quality of work.
• Manages personnel functions of the Division under charge, i.e., development plans / evaluating performance; allocating personnel; acting on personnel problems; recommending hires, transfers, promotions, initiates disciplinary actions, and other appropriate personnel actions.
• Responds to emergencies on a 24-hour basis.
• Makes field inspections regularly to provide direction to work crews to ensure that ample personnel, tools, and materials are available; ensures that work is being properly accomplished and on schedule.
• Routine inspection of the City's right-of-way for identification of issues and deficiencies, prioritization, and resolution of the issues and deficiencies.
