Introduction

The Department of Health Services (DHS) , Division of Enterprise Services (DES), is recruiting to fill a Mobile Telecommunications (Telecom) Specialist in the Bureau of Information Technology Services (BITS).

This position offers the option to work remotely up to 3 days per week and is headquartered in the 201 E. Washington Ave. office in downtown Madison. This schedule may vary based on training or operational need. This position also requires about 5% travel in Wisconsin.

Position Summary

As the Mobile Telecom Specialist , you will be the technical expert responsible for the end-to-end management of the department's mobile telecommunications infrastructure. The role involves the entire device lifecycle, from selection and procurement to deployment, troubleshooting, and decommissioning, ensuring high-quality services for users and partners. Responsibilities include :

  • Overseeing the design, installation, maintenance, and support of all mobile telecommunications components
  • Providing expert technical support and guidance across all DHS locations.
  • Leading IT / Mobile Telecom projects.
  • Adhering to security practices.
  • Meeting customer service requirements.
  • Advising partners on emerging technologies.
  • Coordinating service delivery and collaborating with internal and external teams.
  • Salary Information

    The starting salary is between $39.50 and $50.25 per hour (approximately between $82,100 and $104,500 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required.

    Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is classified as an IS Network Specialist Senior and is in pay schedule and range 07 / 33.

    Job Details

    All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.

    Employees must have access to both a private workspace and secure high-speed internet for remote work option. Mileage reimbursement to the employee's headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.

    For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.

    DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire. DHS is not an E-Verify employer nor a STEM-OPT eligible employer.

    This position requires the ability to drive a State vehicle. In order to become authorized to drive a State vehicle, you must meet the requirements for the State of Wisconsin Fleet Vehicle policy, which are :

  • Must have a valid driver's license;
  • Must have minimum of two years licensed driving experience;
  • Must be 18 years of age.
  • Additionally, your driving record MUST NOT reflect any of the following conditions :

  • Three or more moving violations and / or at-fault accidents in the past two years;
  • Operating While Intoxicated (OWI) / Driving Under the Influence (DUI) citation within the past 12 months;
  • Suspension or revocation of driver's license.
  • Qualifications

    Minimally qualified applicants will have all of the following :

  • Experience with mobile device management software (e.g., Workspace One (Air Watch), Intune (Microsoft), etc.).
  • Experience managing or supporting the lifecycle for hardware and software of telecom / mobile devices including operating systems (e.g., configuring, troubleshooting, designing, building, or maintaining devices, analyzing application performance, troubleshooting network connectivity, conducting audits, etc.).
  • Experience testing applications for security updates and continued maintenance of software.
  • Well-qualified applicants will also have one or more of the following :

  • Experience with telecom / mobile vendors in contracts and procuring of products and services.
  • Experience with inventory management practices including customer inventory and in stock supply levels of hardware.
  • Experience working with key IT partners, including information security or access identity teams.
  • Experience with electronic healthcare records applications and hardware used in care and treatment facilities.
  • Experience providing IT services in a government work setting.
