Emergency Management Specialist
The Emergency Management Specialist will support the U.S. Navy Bureau of Medicine and Surgery (BUMED) by providing expert emergency management planning, policy development, training, and exercise support. This role is responsible for overseeing all-hazards emergency management programs, supporting Continuity of Operations (COOP), Defense Support of Civil Authorities (DSCA), and National Disaster Medical System (NDMS) initiatives. The successful candidate will coordinate interagency activities, develop and implement policies, and support large-scale exercises to ensure operational readiness across Navy medicine.
Key Responsibilities
- Manage all-hazards emergency management programs including DSCA, COOP, and NDMS initiatives.
- Conduct policy reviews, draft and revise SOPs, CONOPS, and implementation plans.
- Provide technical and policy support for DoD interagency coordination, policy development, and action officer responsibilities.
- Maintain and oversee emergency notification systems to ensure readiness.
Training & Exercises
Plan, coordinate, and evaluate emergency management exercises (tabletop, functional, and full-scale) in accordance with federal standards.Support BUMED Operations Center and Crisis Action Team training and operational activities.FCC-Specific Duties
Maintain and update the FCC's partner engagement database.Develop, revise, and deliver FCC SOPs and training modules.Facilitate monthly interagency meetings and manage action tracking.Process and report on weekly FCC resource requests.Ensure each FCC completes an annual training exercise aligned to its PRS plan.Ensure FCCs conduct a full-scale activation exercise (e.g., Ultimate Caduceus) at least every two years.Systems & Tools
Utilize TRAC2ES, JPATS, NDMS systems, and the BUMED Portal for Readiness & Emergency Preparedness (PREP) to ensure readiness and accurate reporting.Maintain patient receiving site readiness, including entry of patients into NDMS systems.Coordinate with external stakeholders to recruit and enroll non-federal hospitals into NDMS.Required Qualifications
Bachelor's degree in Emergency Management, Security Studies, Public Policy, Information Security, or related discipline. In lieu of a degree, 10 years of progressively responsible professional experience.Minimum of 5 years of relevant professional experience.U.S. Citizenship and eligibility for a federal security clearance.Successful completion of the Federal Coordinating Center (FCC) Course within the last 3 years.Proficiency with Microsoft Office Suite and collaboration tools.Excellent written and oral communication skills.Demonstrated experience supporting DSCA, COOP, and NDMS operations.Experience in planning and participating in federal / DoD-level exercises.Familiarity with FCC operations and systems such as TRAC2ES, JPATS, and NDMS.Experience drafting, reviewing, and revising policies, SOPs, and implementation plans.Strong skills in database management, reporting, and documentation.Ability to coordinate meeting minutes, action tracking, and partner engagement documentation.Additional Information
Work Location : Falls Church, VA (with remote work options subject to Government approval).Travel : Required to FCC locations and exercise sites nationwide.Background Investigation : Must pass a federal background investigation prior to employment.Compensation : $42-54 / Hour
