Overview
We are seeking a highly skilled professional with excellent analytical and communication skills to execute the duties of a senior budget analyst supporting the Chief Financial Officer organization for Assured Access to Space.
Responsibilities
- Develop, integrate, and analyze budget information through all phases of the Planning, Programming, Budgeting, and Execution process for the Assured Access to Space portfolio
- Provide budget expertise and research to support POM development, Budget Execution Reviews, and other financial management and execution reviews
- Prepare response strategies to avoid potential budget cuts; may require revisions to budget allocations and reprogramming actions
- Expert analysis and reconciliation of current, prior, and cancelling year budgets
- Advise senior leadership of budget propriety, new start implications and compliance with other legal and DoD regulatory guidance
Skills Required
A minimum eight (8) years of DoD Acquisition Financial Management and or Budget Analysis experience to include a minimum of five (5) years working in a space program environmentLaunch and Range acquisition and execution experience is highly desirableFamiliarity with DTM 09-025 Space Systems Acquisition Policy (SSAP), DoD Instruction 5000.02, the DoD FMR and applicable Air Force & Space Force InstructionsExtensive knowledge of the DoD acquisition process, budget planning, formulation, programming, execution, justification documentation / reporting, program documentation development (e.g. Program Management Directive, Program Management Plan, acquisition plans, and requests for proposals) and program reporting (e.g. Monthly Acquisition Report, Selected Acquisition Report, Defense Acquisition Executive Summary)Experience with the following tools and systems : FM-Suite, CCaR, Wide Area Workflow, myInvoice, GAFS, MOCAS, PMRT, IDECS, CRIS, PIEE, DEAMS, ADVANA, PowerBI, and ExcelFamiliarity with the National Intelligence Community budget cycle is a plusBachelor’s degree in math, business / economics, finance, accounting, engineering, or statistics is requiredMinimum Secret Clearance is requiredU.S. citizenship is requiredEducation
Bachelor’s degree required, preferably in math, engineering, business, or the sciences.
