We offer a hybrid 3-2 work schedule (three days in the office, two days of teleworking) to accommodate the need for flexibility.

Military service members and veterans with ranks from E5-E9, W1-CW5, or O3-O6, plus appropriate equivalent combination of education and years of experience as outlined below will be considered for this opportunity. At this time, Dominion Energy cannot transfer or sponsor a work visa or employment authorization for this position. This position does not offer relocation assistance.

Job Summary

The Regulatory Specialist role leads the preparation of regulatory items used in regulatory filings, such as cost of service studies and rate design. Evaluates the needs for regulatory filings independently. Oversees, develops, and prepares technical analysis supporting the development of regulated filings, including other filed documents, workpapers, documentation, analyses, and discovery responses. May prepare pre-filed written testimony and testify as a witness in regulatory proceedings. Monitors and analyzes changes in the regulatory environment. Provides research and gathers support information that may be presented to regulators, internal counsel, external counsel, and outside consultants. Maintains effective working relationship with commission staff and regulatory stakeholders. May work with specific cost-of-service or rate-design specific software tools to develop regulatory filings and other analyses. May be required to work occasionally during nights and / or weekends to meet certain regulatory deadlines. Performs other duties as requested or assigned.

Required Knowledge, Skills, Abilities & Experience

7-8+ years of relevant experience.

  • Experience in state and / or federal regulatory and rate setting process or equivalent experience, preferred.
  • Ability to be expert witness, preferred.
  • Effective oral communication, written communication, presentation, coaching and teaching skills.
  • Demonstrated knowledge of advanced financial concepts, analytical techniques, and regulatory issues.
  • Outstanding analytical, computer, problem assessment, and problem-solving skills.
  • Ability to evaluate independently and recommend courses of action in response to inquiries.
  • Knowledge of and capability to program in SAS, preferred.
  • Ability to analyze customer billing data and interval data, preferred.
  • Experience with preparation of cost of service studies, preferred.

Education Requirements

Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education :

Bachelor

Preferred Discipline(s) : Accounting, Business, Economics, Engineering, Mathematics

Travel Up to 25%
