About the position :

As a part of The Warfel Center of International Programs and Services, the Director for International Enrollment Management & Global Mobility leads the International Admissions and Immigration Services units. The position manages international recruitment strategies, commission-based agency partnerships, and immigration compliance. The position reports to the Assistant Vice President for International Programs and Global Engagement.

    Duties and Responsibilities :

    International Enrollment Management :

  • Supervise and oversee day-to-day operational management of the international enrollment management unit of the Office of International Programs and Services which covers recruitment, admissions, and enrollment of all inbound international students.
  • Develop and implement enrollment strategies and practices to identify, attract, recruit, and enroll international students.
  • Lead the implementation of international recruitment strategies for international degree and non-degree-seeking international students, including English Language Institute students, dual-degree, short-term programs, online, foreign, government-sponsored, and exchange students.
  • Provide research-based information to target international student markets for recruitment travel, including specific key strategies for unique markets.
  • Assist with the overall planning of yearly recruitment travel.
  • Lead international student enrollment management, acting as team lead for international admissions staff to meet enrollment goals.
  • Collaborate with academic units to establish admissions goals and targets and to keep abreast of changes in programs to enhance recruitment initiatives.
  • Support counseling of students and families through the admissions process. Evaluate the qualifications of prospective students and make admissions decisions, including providing unofficial transcript evaluation.
  • Review international student applications for admission, conduct interviews of prospective students, present information sessions to prospective students and families.
  • Lead development and monitoring of the international admission office budget.
  • Research and stay up to date on new industry admissions and recruitment standards, best practices, and emerging technology; keep informed of trends as well as significant problems.
  • Develop, coordinate, & execute in-person and virtual recruitment or yield events with prospective international students and other relevant external constituents, including parents, partners, and alumni.
  • Support issuance of initial Certificate of Eligibility for incoming international students.
  • Support International Student Orientation and pre-arrival sessions – Voyage to the ‘Ville.
  • Immigration Compliance :

  • Administer and manage development and day to day operation of Millersville University’s F and J visa programs. Serve as the authorized U.S. Department of Homeland Security Principal Designated School Official (PDSO) for F visa program and Responsible Officer (RO) for J visa program. Serve as primary administrator of international student and scholar database. Monitor regulatory updates affecting F and J visa categories.
  • Maintain the Institution’s Form I-17 to meet immigration regulations requirements to maintain MU’s certification and ability to continue enrolling international students in non-immigration categories.
  • Lead immigration and cultural advising, including support for student CPT, OPT and AT-travel, extension of stay, and change of status issues.
  • Manage admissions processing, course registration, immigration and program advising for all J VISA students.
  • Assist in the development, implementation, and maintenance of the Risk Management and export control policies on international education policies and procedures .
  • Strategic Partnership Development :

  • Maintain contracts and agreements with all international commission-based recruitment contracts. Serve as IPS representative on the International Recruitment Services ITQ for Pennsylvania’s State System of Higher Education.
  • Facilitate and manage all agent agreements and partnerships, as well as oversee the vetting, training, and evaluation of agents and their recruitment activity.
  • Maintain Education Abroad MOUs and contracts.
  • Global Mobility Operations & Systems Management :

  • Identify operational issues and / or areas of improvement and implements solutions to improve processes and / or operational efficiency.
  • Assist Enrollment Management Operations with International Enrollment systems as requested.
  • Support forecasting enrollment for upcoming cycles.
  • Communication, Marketing, and Outreach :

  • Support IPS staff in collaboration with UCM and academic programs on the development and editing of written and other digital media outputs that promote Millersville University as a premiere study destination.
  • Support IPS staff in creating, revising, and managing communication plans and calendar for students, parents, agents, and external constituencies using Slate.
  • Coordinate, facilitate, and promote international admissions on all International Programs and Services’ social media platforms to ensure a strong social media presence.
  • Administration :

  • Assist in the day-to-day management of office operations including recruitment, hiring, orientation, training and supervision of student employees, interns, and graduate assistants, as needed.
  • Responsible for tracking and analyzing key performance metrics related to responsible area of work.
  • Assist with seeking and writing grant, foundation, and donor proposals.
  • Assist with the development and implementation of Office of International Programs and Services special events, including Homecoming, International Education Week, and others.
  • Assist with budgeting, goal setting, office planning, and special projects.
  • Represent Office of International Programs and Services at campus, community, and national meetings as requested.
  • All other duties as assigned.
  • Required Qualifications

  • Master’s degree.
  • 5+ years of professional work experience in international admissions, OR related higher education experience.
  • 3+ years of experience working with Slate, Banner, Axiom, OR other comparable products.
  • Experience as a DSO and ARO.
  • Excellent interpersonal communication, written communication, and customer service skills.
  • Excellent organizational, analytical, problem-solving, and decision-making skills.
  • Experience in helping to plan and administer programs and events.
  • Ability to work independently and contribute and collaborate effectively as a member of a team.
  • Ability to handle communications, information, and data with sensitivity and confidentiality.
  • Ability to travel multiple times per year internationally for recruitment related activities.
  • Ability to work / travel evenings and weekends as needed.
  • Proficiency in Microsoft Office including Word, Excel, PowerPoint, Outlook.
  • Commitment to inclusive practices and working with diverse student populations.
  • Successful interview.
  • Successful completion of three background checks.
  • Preferred Qualifications

  • Doctoral degree in international education, higher education administration, public administration or related field
  • Highly developed negotiation and conflict resolution skills.
  • Immigration knowledge.
  • Fluency in one or more foreign languages.
  • Experience living and / or traveling abroad.
