Traffic Management Specialist
As a Traffic Management Specialist, you will perform the following duties :
- Serve as the sole technical transportation advisor to all statewide or base operating officials on all matters dealing with commercial movement of personnel and equipment.
- Analyzes and advises on transportation considerations relative to the domestic and international movement of equipment, supplies, and personnel via surface and air modes.
- Develops, maintains, and exercises the commercial traffic functions of mobilization plans, as well as training programs for managers and mobilization augmentees on related transportation subjects.
- Assists the Defense Movement Coordinator (DMC), as required, with the preparation of the commercial transportation portions of the Automated Unit Equipment List (AUEL).
- Analyzes traffic data and characteristics to determine areas of potential improvement; identifies economic and efficient uses of transportation; and projects mission transportation requirements.
- Develops budgetary and financial planning data in support of traffic management functions. Manages the unit transportation budget associated with commercial carriers.
- Ensures that traffic management and transportation services required to support the mission are accomplished.
- Reviews, as required, individual paperwork associated with a Permanent Change of Station (PCS) Personally Performed Moves (PPMs) to ensure requested reimbursement on charges are in line with a commercial PCS move.
- Procures domestic and international travel for both military and civilian passengers.
- Provides coordination, as required, for the base's Space Available (A) travel program.
- Coordinates with functional managers to ensure assets (i.e., reusable containers) are accounted for, serviceable, properly stored and maintained for deployment.
- Performs other duties as assigned.

Minimum Experience : Managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and / or other commodities.
Specialized Experience : GS 2130 11 - Applicant must have the following experience :
1-year specialized experience equivalent to at least the next lower grade.Experience, education, or training performing, administering, or supervising technical and analytical work concerned with planning, development and execution of traffic policies and programs.Experience interpreting applicable Federal, State, and local laws, and regulations concerning transportation and traffic procedures. Knowledge of transportation requirements and systems for specific geographic areas (International and Continental United States).Experience conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance.Experience making presentations on traffic matters before Federal, State, or local regulatory bodies.Experience performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services.Experience negotiating with carriers and / or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities.Experience providing advisory service involving commodity analysis from the transportation standpoint.Education :
Undergraduate and Graduate Education : Major study accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. You must provide transcripts or other documentation to support your educational claims. To receive credit for education, you must provide documentation of proof that you meet the education requirements for this position.

Security Clearance Requirement : Employment is subject to attaining and maintaining a clearance as required by this position. If the selectee does not possess the applicable security clearance when hired, application must be made within 30 days of the start date. Failure to make application for the required security clearance will result in termination of employment.
