CFRC Program Manager

The Program Manager (PM) will provide leadership and oversight for the Community Family Resource Center (CFRC), ensuring high-quality program delivery, compliance with contractual obligations, and strong stakeholder relationships. This role is responsible for handling the administrative duties related to the contract, developing and implementing services / programs at the CFRC, and cultivating and maintaining relationships with community partners and stakeholders. The PM will also act as the central point of contact with the County, oversee Case Managers, Community Engagement Specialists, and Administrative Coordinators and must uphold the integrity of all CFRC programs and services.

The CFRC Program Manager will / be :

  • Responsible for the performance and activities of all staff and program services. This includes providing regular supervision to program staff and assistance with crisis-related issues; facilitate open communication and regular team meetings.
  • Supervise and support Case Managers in implementing a multi-faceted family engagement service delivery system that strengthens family wellbeing and access to resources.
  • Oversee Case Managers in conducting needs assessments, creating service plans, making referrals / linkages, and ensuring warm handoffs to appropriate providers.
  • Supervise the Community Engagement Specialist (CES) in developing and implementing strategies to strengthen family and community connections.
  • Supervise Administrative Coordinator who will support by organizing and responding to the administrative needs of the CFRC team.
  • Represent the CFRC in community meetings, coalitions, and events to expand awareness and support.
  • Collaborate with the Quality Assurance team and Clinical Supervisor to ensure the accuracy and integrity of services and documentation.
  • Collaborate with schools, community-based organizations, health providers, and government agencies to strengthen service coordination.
  • In coordination with finance department, provide budgetary oversight of program administration and ensure program revenue and expenses are within the adopted annual budget. Support the finance department with contract invoices.
  • Provides oversight of subcontract agreements to ensure compliance with all contractual requirements, policies, and regulations. Monitors subcontractor performance, reviews deliverables, and addresses any discrepancies to ensure quality and accountability. Maintains regular communication with subcontractors to support adherence to timelines, program goals, and reporting standards.
  • Attending and supporting all County Department and program related external meetings.
  • Oversee training and cross-training programs for all new employees and ongoing in-service training for all staff delivering services under this Contract.
  • Performs other duties as assigned.

Requirements :

  • Bachelor's degree in mental health and / or human services related field required.
  • Experience in community-based services programs.
  • Experience in networking with schools, municipalities, and community agencies in providing youth services programs.
  • Experience in leading, facilitating engaging and / or organizing community members, businesses, and community leaders in the implementation / adoption of a community and / or population-based effort.
  • Competency to work with the various ethnic / cultural groups in the target area / community.
  • Ability to work a flexible schedule, including evenings and weekends.
  • Ability to succeed independently within a fast-paced, dynamic, and sometimes unpredictable work environment.
  • Must be able / willing to travel as position requires cross collaboration partnerships, trainings, and meetings across LA County.
  • Proficient in Microsoft program applications.
  • Must be able / willing to travel and work from all HYC offices.
  • Strong relationship-building / maintaining, networking skills, and great organizational skills.
  • Shows initiative and strong motivation in completing and starting projects and enjoys the challenge of their work.
  • Ability to reasonably adjust, accept, and make changes to directives as they occur.
  • U.S. Citizenship or permanent resident status.
  • Valid Class C driver's license. Current auto insurance coverage and good driving record.
  • Ability to pass background check and criminal clearance.
  • Preferred Qualifications :

  • Experience working with a community-based organization.
  • Experience working with diverse communities.
  • Experience with networking and program promotion.
  • Experience / Expertise in social media, YouTube, Media Development, and Audio and Visual equipment.
