POSITION DESCRIPTION
Define the scope of technical and quality engineering programs and develop effective, quality solutions to challenges involving complex or controversial problems. Creatively meet all company and industry requirements and apply site systems to achieve quality, cost-effective, and timely results. Provide quality guidance to less senior professionals on related tasks.
Apply technical and quality engineering experience to resolve complex problems, incorporating advanced practices and complex features such as technical requirements, new or special materials or processes, and coordination requirements into problem solving and program planning. Provide leadership in determining solutions and be recognized as an expert in a functional area of technical and quality engineering.
Provide direction and responsibility within and outside department lines on programs seeking new approaches and applications of engineering and quality assurance principles; evaluate program results through surveillances, assessments, and reviews; prepare reports and recommendations; and identify improvements where procedures are inadequate.
Stay informed of technological advancements and requirements within your area of expertise. Develop QA programs and procedures, ensuring compliance and effective execution. Be accountable for schedule adherence and proper training and utilization of personnel. Prepare plans including schedules, budgets, and personnel requirements for technical and quality engineering tasks.
Develop schedules, monitor progress and expenditures, review work quality to ensure requirements are met. Serve on a Facility Review Board, providing QA expertise for facility start-up or operation. Support facility / project needs through procurement, procedure, and work package reviews. Communicate objectives and results to stakeholders. Prepare reports and articles for publication and communicate QA program status to DOE-SR personnel. Lead in local technical societies and participate in standards committees. Demonstrate commitment to TQ concepts through active participation and implementation. Evaluate QA programs of major participants and subcontractors, recommend corrective actions, and present findings to management.
Perform supplier surveillance activities using checklists, review supplier submittals, design output documents, and procurement requests.
