DESCRIPTION

Under general direction of Sr. Superintendent, plan, organize, direct and coordinate first response to an emergency and / or maintenance calls by electrical staff, Sr. Building Maintenance Workers, Maintenance Mechanics, Building Systems Operators and other Facilities Management (FM) Building Operations staff as needed for all UC facilities and utilities located at the Main Campus, Scripps Institute of Oceanography (SIO), Mount Soledad, MarFac Nimitz Facilities, Camp Elliott, 24 / 7 / 365 days per year. Oversee the installation, modification, maintenance and overhaul adjustment and repair of electrical systems including but not limited to; power and electrical systems, main incoming building power, motors, variable frequency drives, all electrical aspects of specialty building equipment including : autoclaves, sea water life support systems, emergency generators, chillers, boilers, air handlers and heat exchangers. Oversee the installation, modification, maintenance and overhaul adjustment and repair of all building Lighting systems, outdoor walkway lighting systems, street lighting systems, signal lighting systems and emergency egress lighting systems. These systems include but are not limited to : LED lighting, inverters, ballasts, lighting electronic control systems, fluorescent lights, low pressure sodium lights, high pressure sodium lights, street signal lighting and control systems. Prioritize schedules and supervise campus-wide general electrical system modification repairs and physical reconfiguration. Oversee the maintenance and management of systems and procedures to protect departmental assets. Oversee the performance of regular testing and operation of all Campus Emergency egress Lighting systems, inverters, electronic lighting control systems, Street lighting control systems. etc. Interact with FM management and / or individual campus clients to resolve problems and disputes to ensure that high value service is provided by the Building Operations Lighting Team. Prioritize schedules and supervise campus-wide electrical systems modifications repairs and physical reconfiguration. May manage systems and procedures to protect departmental assets. Develops and implements regular security and maintenance schedules and inspections. Coordinate and direct Preventive & Planned Maintenance Program (P&PMP) projects performed by assigned staff. Ensure continuity of service with minimal interruptions and outages. Responsible for quality and quantity of work. Provide guidance to electrical team to ensure prioritization and effective planning of urgent jobs and ability to carry out scheduled work. Recommends hiring of new employees, transfers, promotions, salary actions, terminations, performance management and budget recommendations. Assist in preparation and planning of FM, Electric shop annual budget. Manage and monitor costs / expenses to remain in compliance with annual allocations. Participates in the design, creation, and reporting of building maintenance, call center and other operational building processes. Participates in the development and monitoring of policies and procedures related to facility maintenance and customer service. Responsible for all emergency building repairs and responses. Make critical decisions to return Electric shop and FM Building Operations personnel to campus when emergency situations occur including interruptions to utilities and loss of building electrical power to coordinate utility disruptions that threaten campus operations. Receives assignments in the form of objectives with goals and the process by which to meet goals. Responsible for supervising all building electrical activities. May oversee and participate in more complex maintenance projects. Provides direction according to established policies and management guidance.

QUALIFICATIONS

Graduation from college with a major in engineering, business administration, architecture or related degree with progressively responsible experience in management of facilities operations; or an equivalent combination of education and experience.

Solid knowledge of policies and procedures relative to facilities maintenance, equipment, customer service, dispatch, building maintenance, safety and emergency preparedness. Experience managing and administering a maintenance and repair operation including budgeting; planning; and supervision of skilled trades and facilities professionals.

Supervisory experience including but not limited to recommending hires, promotions, classifications, disciplinary, dismissal actions, and evaluating performance. Experience effectively following operational and human resources practices.

Experience in supervising facility maintenance and improvements along with building maintenance work to include one or more of the following : basic plumbing and pipefitting, carpentry, painting and plastering, service of machinery, electrical maintenance and custodial. Experience working in the areas of building and electrical systems as they relate to sea water pumping, piping and storage, chillers and chilled water systems, compressed air, steam, vacuum HVAC control (electronic, pneumatic) systems, chemical treatment programs, utility distribution systems and planned program maintenance.

Knowledge of unique facilities requirements in higher education, research, and / or health care environments.

Experience generating, and presenting work status and detailed reports.

Demonstrated experience at short and long range planning for the maintenance, repair, and renovation of buildings, systems and equipment.

Experience monitoring the flow of work orders and purchase requisitions.

Excellent interpersonal and communication skills, including verbal and written methods.

Ability to proactively and professionally handle a variety of situations at various levels in the University community from line staff, building systems operators, management and faculty.

Demonstrated interpersonal skills, including active listening, critical thinking, ability to multi-task effectively, persuasion / negotiation, mentoring, leadership / supervision, problem solving, operations analysis and quality control analysis.

Experience working in a service-oriented environment subject to frequently changing priorities, using analytical and problem solving skills and sound judgment.

Experience applying engineering fundamentals with respect to building / utility electrical systems and equipment. Experience in renovation and alteration of building and electrical systems : main electrical systems, main breakers, motor control centers, main distribution panels, emergency power systems, fire alarm systems and all building wiring, conduit electrical switches and outlets. Experience reading and interpreting blueprints, sketches and wiring diagrams, technical, verbal or written instruction and guidance by trade practices, manufacturer or underwriter specifications.

Experience using a variety of software packages including MS Outlook; Excel; Access; File Maker Pro, Oracle, Online Timekeeping, Internet Explorer and computerized maintenance management systems (MAXIMO).

Ability to model and advocate UCSD Principles of Community.

SPECIAL CONDITIONS

Must be able to work flexible shifts to manage a 7-day, 24-hour maintenance and surveillance program.

DOJ, FBI, and DMV background checks and clearances required prior to hire.

Required to hold a California driver's license and have a driving record in accordance with local policies / procedures, and / or enroll in the California Employer Pull Notice.

Ability to work in morgues, gross anatomy and pathological laboratories where human and animal bodies or parts thereof may be exposed to view of worker.

May be required to work in the vicinity of labs contaminated with bio-hazardous substances.

Pay Transparency Act

Annual Full Pay Range : $97,200 - $182,000 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent : $46.55 - $87.16

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs.
