Overview
The Project Manager - Underground OSP Construction is responsible for planning, coordinating, and managing underground fiber optic construction projects from initiation through completion. This role requires in-depth knowledge of underground OSP construction practices, strong leadership skills, and the ability to manage multiple crews, subcontractors, schedules, and budgets simultaneously.
The ideal candidate is organized, field-savvy, and results-driven, capable of working closely with internal teams, clients, municipalities, and utility companies to deliver high-quality underground telecom infrastructure.
Duties, Responsibilities & Other
Project Planning & Coordination
- Oversee all phases of underground construction projects, including trenching, boring, conduit placement, handhole installation, and fiber pulling.
- Develop and maintain detailed project schedules, work plans, and resource allocation plans.
- Coordinate with design teams, permitting agencies, and utility companies to ensure project readiness and compliance.
- Plan and schedule construction activities to meet project deadlines and client expectations.
Field Oversight
Conduct occasional site visits to monitor progress, quality, and safety compliance.Support senior field staff in resolving field-level issues, including equipment, permitting, changes in scope or utility conflicts.Budget & Cost Control
Manage project budgets, track costs, and approve invoices and change orders.Identify and address potential cost overruns and take corrective action as needed.Report financial and project status updates to senior leadership and clients.Client & Stakeholder Communication
Serve as the primary point of contact for clients and stakeholders throughout the project lifecycle.Participate in project kickoff meetings, progress meetings, and final walkouts with customers and municipalities.Ensure all project documentation and reporting is accurate, timely, and aligned with client requirements.Permitting & Compliance
Coordinate with city, county, and state agencies for permits, traffic control plans (TCPs), and inspections.Ensure compliance with DOT, OSHA, and local safety standards and requirements.Prepare and submit as-built documentation and close-out packages.Reporting & Documentation
Maintain accurate daily, weekly, and monthly reports on project progress, challenges, and accomplishments.Ensure proper tracking of underground footage, handholes placed, conduit runs, and fiber pulled or installed.Use project management and construction tracking software to update schedules and field progress.Essential Duties and Responsibilities are the basic job functions that an employee must be able to perform, with or without reasonable accommodation.Qualifications
Education and / or Skills Required :
Bachelor's Degree in related field (AEC Industry) and minimum of 2 years of related professional experience, or 6 years of equivalent professional experience.Participation in continuing education and professional development programs.Ability to demonstrate leadership, organizational and time-management skills.Excellent communication and interpersonal skills for effective interaction with clients, team members, and stakeholders.Technical knowledge in the specific field of the project.Knowledge of project management software and tools to develop and maintain project plans and documentation.Understanding of industry standards and best practices related to project management, quality assurance, and safety protocols.Strong problem-solving skills and ability to implement effective solutions in a fast-paced environment.Negotiation skills to manage contracts, scope changes, and stakeholder agreements effectively.Understanding of accounting principles to manage project budgets, financial reporting, and resource allocation.Education and / or Work Experience Preferred :
Master's Degree in related field (AEC Industry).Certificates, licenses, and / or Registrations Required :
