Fire Department Management
Under the general direction of the Fire Chief, or designee, the primary job function is the management of the Fire Department, directing, and coordinating of all shift operations of the Fire Department, and the planning, direction, and supervision of subordinate staff which accounts for more than fifty percent (50%) of the responsibilities of the position. Performs emergency scene command and control in accordance with City codes and Departmental policies. Performs secondary functions such as EMS, Training, and / or Operations. Work includes implementing policies and procedures, assisting in maintaining communication between administration and fire personnel. Work is performed with latitude for independent judgment and initiative. Work is reviewed by evaluation of performance and written reports.
Plans, directs, supervises, and evaluates the work of subordinate staff; schedules shift coverage, vehicles, and other equipment maintenance; completes job performance evaluations of subordinates; issues disciplinary action or merit commendations as necessary. Participates in the hiring and termination decisions and processes of Fire Department personnel. Directs, coordinates and supervises severe and / or major incidents; may be required to participate in fire suppression activities. Documents daily activities; investigates incidents; writes reports; prepares other records as required; inspects station, vehicles and equipment for cleanliness and proper maintenance of equipment. Participates in budget preparation; participates in the development of Departmental policies and procedures. Member of EMS Task Force, performs EMS duties including review EMS reports, attends EMS meetings, completes QA of medical incidents, maintains EMS records for state inspections, responds to medical calls. Responsible for drug inventory including dispensing and delivery in accordance with County protocols. Assigned other secondary duties as EMS, Training, or Operations. Knowledge of Department rules, policies, and procedures. Knowledge of fire suppression procedures, techniques, and practices. Knowledge of emergency medical care procedures. Knowledge of the geography of the fire protection district and adjacent areas. Knowledge of disaster control, hazardous duties, and operations. Knowledge of modern supervisory methods and techniques. Ability to direct the work of a number of subordinates. Ability to establish and maintain effective working relationships with subordinates, co-workers, and the general public. Ability to maintain a variety of records and write reports. Ability to communicate clearly, orally and in writing. Skill in the operation of modern office equipment, and related peripherals. Associates of Science degree, or greater in fire science, or another related field from an accredited college or university, or the ability to obtain within an agreed upon timeframe from date of promotion; three (3) years of current active experience as a Company Officer with the City of Safety Harbor or another Fire Department : State of Florida Firefighter Minimum Standards Certification; State of Florida Emergency Medical Technician or Paramedic Certification; State of Florida Fire Officer II Certification, or the ability to obtain FO II Certification within an agreed upon timeframe from date of promotion. Valid Florida driver's license.
