Job Duties
This position safeguards the Virginia Department of Corrections (DOC) privacy and data protection standards by developing, implementing, and strengthening agency privacy policies, procedures, and standards. It leads efforts to ensure compliance with information governance requirements and supports the Policy and Initiatives (PI) Unit in the retention and distribution of policies, directives, procedures, and forms in alignment with Department, state, and federal regulations. Incumbent serves as the primary support for privacy and compliance matters, working closely with executive leadership, legal counsel, and operational stakeholders across the agency.
Minimum Qualifications
High school diploma. Experience reading, interpreting, and summarizing state or federal statutes. Strong written and verbal communication skills, including a demonstrated ability to communicate complex information for a non-expert audience. Demonstrated experience in developing, and implementing policies, procedures and compliance frameworks. Experience developing and delivering training. Flexibility in navigating evolving technologies and organizational priorities. Ability to collaborate with leadership, legal, IT, and operational staff and effectively communicate with key stakeholders.
Additional Considerations
Familiarity with Health Insurance Portability and Accountability Act (HIPAA), Virginia Information Technology Agency (VITA) SEC530, National Institute of Standards and Technology (NIST) 800-53, Virginia Code privacy requirements, and major federal privacy laws such as Family Educational Rights and Privacy Act (FERPA), Gramm-Leach-Bliley Act (GLBA), and Freedom of Information Act (FOIA). Certified Information Privacy Professional (CIPP / US, CIPP / G, or similar). Knowledge or experience in information security, risk management, or security operations. Knowledge of content management systems (CMS) and other data governance platforms. Understanding of information governance systems and processes, especially as they relate to privacy governance and policy.
