The Health Promotion and Chronic Disease Prevention (HPCDP) Branch in Prevention Services Division (PSD), reviews, plans, designs, implements and evaluates public health chronic disease interventions and related risk factors with the goal of advancing health and improving health-related quality of life for all Coloradans. Special emphasis is placed on evidence-based practices, data-based and evidence-informed decision making, capacity-building, partnerships, and integration between program efforts for efficiency and effectiveness. The Tobacco Program is part of the HPCDP Branch.

The purpose of the Tobacco Program is to reduce tobacco use and tobacco's adverse health effects in Colorado through funding, promotion, and support of primary prevention, education, and cessation efforts. The Tobacco Program implements C.R.S. Title 25, Article 3.5 Part 8 Tobacco Education, Prevention and Cessation Programs. This position works collaboratively with other tobacco content experts and leadership in the Tobacco Program to identify strategies that improve overall outcomes for all Coloradans. The FDA Tobacco Retailer Inspection program is located within the Tobacco team and ensures compliance with and implementation of FDA tobacco enforcement as part of the 2009 Federal Family Smoking Prevention and Tobacco Control Act through the application of best practices to improve the health and quality of life of Coloradans.

This position exists to coordinate and maintain the operation of the statewide FDA Tobacco Retailer Inspection program in support of the Federal Family Smoking Prevention and Tobacco Control Act of 2009. This position provides administrative coordination and support leadership on grant management, program planning, project management and contract management within the Tobacco Unit and the FDA Tobacco Team. Additionally, the position assists with maintaining compliance with and provides subject matter expertise over federal tobacco laws, including evidence based related surveillance data and current literature on promising practices and trends in the field. This position obtains and maintains FDA commissioned officer status which is achieved by successful completion of a Level 5 Public Records Access background investigation.

The position monitors contract deliverables, coordinates communications between grantees and program staff, and supports the preparation and submission of scopes of work for competitive requests for applications to meet the need of disproportioned and oppressed individuals throughout Colorado. This position provides administrative support for deliverables within specific contracts, coordinates communications between grantees and tobacco unit experts, and projects included in the yearly CDC workplan and maintains regular communication with federal funding partners and local public health agency staff. It also provides customer service and technical support guidance to inspectors in real time while they are out in the field.

By working collaboratively this position supports the progression of goals and benchmarks outlined in the 2030 Strategic Plan including monitoring outcomes such as surveillance data, grantee program reports, and staff input on goals, impact to diverse populations, and determining programming changes based on the information. This position is responsible for providing education and technical assistance to the Amendment 35 grantees in a manner that grantees can understand. This position decides whether a grantee is in fiscal and contract compliance based on division and department fiscal and contract policies and procedures and determines, in consultation with tobacco subject matter experts, if the grantee is implementing the contract with fidelity to the established scientific evidence base as outlined in Tobacco Prevention literature. To do so, this position maintains contact with the grantees through phone calls and written reports on monitored progress and assists the grantee in problem-solving any issues identified.

In addition to the above duties, this position recommends updates to key program initiatives and Tobacco Review Committee decisions and priorities including the Strategic Plan Goals, and funding priorities relating to reducing tobacco-caused burden in diverse communities. Position recommends strategies for the program's work to address the CDC and Strategic Plan based on surveillance findings and updates in the evidence base. This position reviews applications for tobacco grant funds and recommends grants that meet the needs of communities. This position interacts with groups of statewide partners, related coalitions and advocacy groups to increase public and decision-maker knowledge about the dangers of tobacco use and tobacco-related harms and awareness about effective tobacco control interventions and strategies to influence social norm change. Collaborates and coordinates with community partners on projects related to implementing the Tobacco Strategic Plan and CDC work plan.

An applicant may meet the minimum qualifications for this job in one of two ways : They may qualify through their work experience alone or through a combination of education and work experience.

Experience Only : Six (6) years of relevant experience in grant-making and contract monitoring, tobacco prevention, grant program implementation, public health project representative, program operations, commissioned officer, retail compliance implementation, or similar fields.

OR Education and Experience : A combination of related education, graduation from an accredited college or university in Business, Public Health, Public Administration or closely-related field AND relevant experience in grant-making and contract monitoring, tobacco prevention, grant program implementation, public health project representative, program operations, commissioned officer, retail compliance implementation, or similar fields equivalent to six (6) years. If using education to qualify for this position a copy of your transcripts (unofficial acceptable) must be provided with application.

Preferred Qualifications and Essential Competencies The preferred experience, competencies and abilities are highly desirable for this position and will be considered in selecting the successful candidate :

Demonstrated experience working with the Federal Family Smoking Prevention and Tobacco Control Act of 2009;

Knowledge of and demonstrated expertise in the enforcement of federal tobacco laws;

Experience interpreting Federal guidance communications;

Experience developing and updating training and resource materials and implementing standardized guidelines;

Experience managing contracts and providing oversight to deliverables;

Experience in project management and facilitation including, presenting, providing written communication, and using google applications;

Experience establishing collaborative partnerships and working relationships with internal and external stakeholders including consulting and advising stakeholders and using communication and negotiation techniques to influence and drive initiatives;

Experience conducting research, and analyzing and synthesizing information;

Experience working in the Public Health field.

Conditions of Employment :

Pursuant to CDPHE policy, a background check is required for all positions at CDPHE.

Must be willing to travel 15% of the time as the position requires. Overnight stays may be required in order to conduct inspections and attend meetings and trainings as required by federal funding agency, and conducting site visits.

Must be willing to work a hybrid schedule.
