This position can be primarily hybrid with some requirements for in-person work.

This position is permanent, full time, and represented by SEIU.

Per the SEIU CBA for OHCS represented positions, applicants who are current OHCS employees will be considered and interviewed before external applicants.

This recruitment will be used to establish a list of qualified applicants to fill the current vacancy and may be used to fill future vacancies as they occur.

WHAT YOU WILL DO

The primary purpose of this position is to provide expert appraisal and market analysis services for OHCS affordable housing programs, particularly focusing on the review and approval of Market Studies and Appraisal reports for funding decisions. Appraisals and Market Studies are essential tools for loan underwriting, risk assessment and LIHTC Section 42 IRS code guideline compliance. This position serves as a lead for order appraisals when OHCS is providing a permanent loan, to maintain objectivity and consistency, OHCS will retain full control over appraisal ordering. This position will also provide consultation to internal staff and external stakeholders, develop programmatic standards for appraisal and market analysis, and ensure compliance with industry standards and regulatory requirements. The Appraiser Analyst (OPA3) plays a key role in maintaining the integrity of OHCS's investment decisions by ensuring accurate property valuations and market analyses inform the agency's affordable housing development funding.

MINIMUM QUALIFICATIONS

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work relating to real estate appraiser analytical work.

OR;

Any combination of real estate appraiser analytical experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

Appraisal experience must be obtained under appraiser registration, licensure or certification granted by a state regulatory agency

Special Requirements :

  • This position requires an Appraiser Certification License at the time of hire.

Proficiency in understanding how affordable housing restrictions impact traditional appraisal approaches and the ability to develop appropriate valuation methods for subsidized properties.

Proficiency in knowledge of USPAP standards, FIRREA requirements, and federal housing program regulations with commitment to maintaining the highest professional standards.

Experience in developing and implementing quality control procedures that ensure consistent, defensible appraisals across diverse project types and funding sources.

Experience in reconciling multiple valuation indicators into well-supported conclusions that serve agency funding decisions.

Demonstrated awareness of race and social justice, including the ability to positively influence equity, diversity, and inclusion in the workplace.

    Affordable Rental Housing Division : Resources and Development Section

    Oregon Housing and Community Services (OHCS) provide stable and affordable housing and engage leaders to develop integrated statewide policy that addresses poverty and provides opportunity for Oregonians. OHCS's vision for the state is that all Oregonians have the opportunity to pursue prosperity and live free from poverty.

    OHCS's Affordable Rental Housing Division serves as the state's housing finance agency. OHCS provides financial support to create and preserve quality, affordable rental housing for Oregonians of lower and moderate incomes. The Affordable Rental Housing Division administers federal, and state funded multifamily rental housing resources to facilitate the increased availability of safe, decent, affordable housing for Oregonians with low incomes. This includes the development of new multifamily rental units and the acquisition and rehabilitation of multifamily rental units; the preservation of existing subsidized multifamily rental housing and the long-term maintenance of affordable rental housing through asset management and compliance, as well as managing HUD Section 8 Contract for the state of Oregon.

    The Resources and Development section of the Affordable Rental Housing division administers federal, and state funded affordable rental housing resources to facilitate the increased availability and preservation of safe, decent, and affordable housing for Oregonians with low and extremely low incomes. The Resources and Development section develops, implements, and continually improves programs that meet the community needs and align with the Statewide Housing Plan. They administer competitive and non-competitive processes to award resources to eligible affordable rental housing projects. The section ensures policy objectives are met while meeting local needs and statewide priorities. The section also ensures long-term affordability through its award of resources. The section processes funding applications, reviews financial feasibility, subsidy layering, construction progress, and lease-up.

    Affordable Rental Housing Division : Production Section

    The Production Section of the Affordable Rental Housing Division administers federal, and state funded multifamily rental housing resources to facilitate the increased availability of safe, decent, and affordable housing for Oregonians with low incomes. The Production section administers competitive processes as well as other processes to dedicate funding resources. The section ensures policy objectives are met while meeting local needs and statewide priorities. The section also ensures long-term affordability through its financing.
