Payroll Supervisor

Supervises the Payroll Division including the Payroll Assistant and Senior Payroll Assistant, and the Benefits Accountant, and the insurance billings process. Ensures the financial integrity of the payroll fund, jury fund and group health fund. Provides leadership on technical and non-technical innovations within the department and countywide projects.

Organizational Relationships :

Reports to : Human Resources Director

Directs : Senior Payroll Assistant, Payroll Assistant, and the Benefits Accountant.

Other : Works closely with county elected officials and department heads and employees, state agencies, and outside auditors.

Essential Duties and Responsibilities include the following :

Payroll Supervisory Responsibilities :

Oversees timekeeping and payroll operations. Independently develops work plans and generally reviews the work progress of payroll employees.

Approves the payroll tax deposit authorization forms and the direct deposit of paychecks transmittal form by verifying amounts requested to computer totals.

Resolves difficult problems referred by payroll staff. Takes appropriate action as determined necessary.

Gives final approval on quarterly IRS 941's, unemployment, monthly retirement, annual W-2's reports along with other official reports and supervises the administration of tax liability and requirements.

Acts as the county's primary resource on TCDRS matters for keeping current on new legislation, benefits and special situations. Meets with employees as necessary. Determines action plans.

Act as the contact person for any internal or external audit of payroll records, systems, and procedures.

Other Responsibilities :

Supervises and ensures the completion of the duties of the Payroll Division by :

  • Monitoring team performance on all duties and responsibilities to ensure timely completion and accuracy of all billing reconciliations to verify actions.
  • Verify that the county is reimbursed for all Child Protective Services (CPS) IV-E payments.
  • Ensure that the open enrollment period is conducted in a thorough and professional manner.

Informs Human Resources Director of all matters of note.

Attends payroll staff meetings, and Human Resources staff meetings.

Assists with the preparation of the comprehensive annual financial report and the annual budget.

Serves as an important resource for information to department heads, county employees and the public. Ensures good communication lines remain intact between Human Resources, the Budget Office and Auditor's Office.

Performs research and prepares special projects as requested by the Human Resources Director.

Makes recommendations, as necessary, for changes in policies and procedures.

Performs such other duties as may be assigned.

Qualifications :

Education and / or Experience : Bachelors degree from an accredited university with a major in accounting plus six years of accounting experience, including two years of supervisory and computer systems experience.

Any equivalent combination of experience and training which provides the required knowledge, skills and abilities, may be considered for current Nueces County employees only.

Language Skills : Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Mathematical Skills : Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Reasoning Ability : Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Certificates and Licenses : May be required to possess a Texas Driver's License. A CPA license is preferred but is not required. Within the first 24 months of employment employee must obtain a Fundamental Payroll Certification (FPC) and Certified Payroll Professional Certification (CPP), and certifications must remain in effect during employment. Other Skills and Abilities : Thorough knowledge of complex accounting principles, methods and equipment as applicable to government accounting including the use of data processing programs and equipment. Extensive knowledge of governmental grants-in-aid accounting and reporting. Knowledge of various county departments and their financial records functions. Administrative and supervisory abilities. Ability to use independent judgement and initiative. Ability to establish and maintain effective working relationships with other county employees, officials and the public.
