Sr. Advisor, I&FS Product Development at NRECA. NRECA provides advocacy, financial services and business support to over 900 consumer owned electric cooperatives nationwide.

Position Summary

Monitors, oversees and manages Product Development and Management (PD&M) initiatives for highly integrated products and vendors. Oversees programs coordinating multiple resources, vendors and / or products that include a wide array of options and complex components (e.g., targeted clinical programs, group life program and local provider networks).

Responsibilities

  • Responsible for day-to-day oversight and product development for the Tax Advantaged Account program, COBRA administration and other services supporting the NRECA Group Health plan. Current products / programs include Health Reimbursement Arrangements (HRAs) and Retiree HRAs, Section 125 Plans (Health Flexible Spending Accounts, Dependent Care Savings Accounts, Limited Use Health Savings Accounts and Premium Only Plans), Health Savings Accounts (HSAs), COBRA administration services, and Post-65 retiree private exchange solution. The Tax Advantaged Account program refers to the listed accounts above.
  • Product and Program Management : guide business cases to support benefits program enhancements and new initiatives; analyze metrics and recommend product changes to meet member co-op needs.
  • Identify and develop report criteria for quality, financial, utilization and product differentiation; analyze performance metrics and recommend changes to support member co-ops.
  • Collaborate with relationship management, advisory groups and member benefits services to gather market intelligence, conduct annual customer needs and competitive assessments, and propose product enhancements aligned with multi-year strategy; lead business case development for new benefits including ROI analysis.
  • Review and ensure accuracy of Summary Plan Descriptions (SPD), Summary of Material Modifications (SMM) and Plan Document amendments; make recommendations where changes are needed. Monitor plan design exceptions and assess potential organization-wide applicability with cost-benefit analysis.
  • Vendor Management : oversee vendor initiatives, prepare RFIs / RFPs, coordinate with Strategic Sourcing & Procurement on criteria and scoring; lead contract negotiations and develop measurable performance guarantees and SLAs; collaborate on statements of work; monitor performance and certify guarantees; audit benefit programs and ensure timely payment of vendor invoices within budget.
  • Project Management : lead implementations of new benefit programs, changes to existing programs and new vendor partnerships; coordinate with IT, communications, compliance and legal; ensure timely delivery and stakeholder alignment; act as SME for highly integrated products / programs and manage project plans and deliverables.
  • Issue Resolution : address complex vendor concerns; drive root-cause analysis and implement product / service improvements; communicate status to stakeholders.
  • Communication and Education : define product descriptions and messaging; guide communications on product identity and execution; approve technical accuracy of materials; provide content for webinars, conferences and task forces; approve final presentations.
  • Security and Disposal : ensure proper handling of confidential information in line with policies and HIPAA.

Qualifications

Formal Education Required : Bachelor's Degree in Business, Marketing or related field; Master's degree preferred.

Experience and Certifications Required : 8+ years in program development / management related to employee benefits, health care, wellness and disease management. Industry designations (e.g., CEBS, CPC, PHR, RN, SHRM-CP) are preferable. Experience with medical plan designs using HRA, HSA and FSA accounts.

Knowledge, Skills and Abilities : Knowledge of administration and management of employee benefit programs, ERISA, FMLA, COBRA and IRS / DOL regulations; ability to manage multiple projects with excellent organization; cross-functional leadership and collaboration; strong negotiation and communication skills; ability to travel; proficiency with Microsoft Office; customer-service oriented with ability to engage a diverse membership, employees and vendors; ability to report to the office as required.

Essential Physical Requirements : Close visual acuity for data analysis; ability to lift up to 20 pounds occasionally and up to 10 pounds frequently; sedentary-work designation possible.
