Incorporated in 1957, the Town of Clarkdale operates under the council-manager form of government. The Town Council consists of the Mayor and four Council Members, all elected at large to serve staggered four-year terms. A Vice Mayor is chosen internally by a vote of the Council every two years. The Town Manager is appointed by the Town Council. The Town Council also appoints the Town Attorney and Town Magistrate.

The Town employs approximately 58 employees and its Fiscal Year 2025 budget is $43 million with a five-year capital improvement plan budget of $19.3 million. Clarkdale provides residents with an array of municipal services, including planning, permitting, zoning, economic development, special events, parks and recreation, public safety, utilities, and public works. The organization also provides financial, human resources, risk management, information technology, and emergency management functions for the Town.

Job Description

DESCRIPTION : Under direction of the Public Works Director and general supervision of the Public Works Superintendent, this part-time position performs a variety of skilled and technical tasks relative to the day-to-day operations, maintenance and repair of the Town’s buildings, roads, grounds, open spaces, cemetery, parks and / or recreation systems. This position understands public trust and models the highest standards of personal and professional integrity expected of those working in public service. Specific functions comprising the position may vary depending on the priorities and needs of the Town and / or requirements of state law. Employees in this class typically work a twenty (20) hour work week, however schedules may change depending on the needs of the organization.

SALARY : The hourly pay range for this position is $17.92 - $28.67 DOE. Highly qualified candidates may start above the minimum.

CLASSIFICATION : Positions in this class are characterized by having abilities to handle a variety of tasks and interactions. An employee successful in this position performs duties efficiently with minimal supervision and at times considerable independence. Job functions require the ability to think independently, use discretion and good judgment, apply good customer service skills, and to follow and carry out written and verbal directions. This is an FLSA non-exempt. Eligible employees must participate in the Arizona State Retirement (ASRS) which includes a 100% Town match. This position is not eligible for insurance benefits, however, part-time employees do enjoy other Town benefits including paid time off for vacation, holidays and sick leave.

ESSENTIAL FUNCTIONS AND DUTIES : Essential functions and duties may be modified at any time at management’s discretion. Typical duties may include, but are not limited to the following :

• Participates in the implementation of goals, objectives, priorities, policies and procedures of the Town of Clarkdale and the Public Works Operations Division.
• Assists with the organization and operations of the Public Works Operations Division.
• Mows, weeds, and maintains cemetery, parks, open spaces, rights of way and alleys in and around the Town.
• Performs maintenance and repair of sprinkler systems including installation of sprinkler lines and heads.
• Operates tractors, mowers, backhoes, and other equipment as needed.
• Plants lawns, trees, shrubs, and flowers. Carries out the seeding, fertilizing, top dressing, soil conditioning, watering, tree trimming and pest and weed control of parks and open spaces.
• Inspects, washes, and performs routine maintenance of park drinking fountains and public restrooms.
• Sweeps, washes, paints and repairs or replaces park tables and slabs.
• Opens and closes, locks, and unlocks facilities as needed. Assists in setting up and taking down equipment for various park and recreation programs, prepares facilities for various events and program use.
• Performs semi-skilled interior building maintenance such as painting, plumbing, carpentry, and other unskilled and semi-skilled trades work.
• Collects and disposes of solid waste from buildings and grounds; picks up litter from premises.
• Patches road surfaces by cleaning potholes, applying patching materials, leveling, and packing.
• Builds forms, mixes concrete and does concrete work.
• Cleans, rebuilds and repairs drains and culverts, digs drainage ditches.
• Installs and maintains street signs and markings.
• Assists in the construction of new parks facilities, including clearing, grading, drainage, and foundation work.
• Documents and maintains accurate records of work completed.
• Maintains current skills and knowledge in the proper and safe techniques of building and grounds maintenance functions.
• Performs related duties and responsibilities as needed or assigned.

Qualifications

MINIMUM QUALIFICATIONS :

Education and / or Experience

Possession of a High School Diploma or GED is the minimum education required. Any combination of education and / or experience which provides the knowledge, skills, and abilities necessary for satisfactory job performance is acceptable. Proven experience of the essential functions and duties of the position is preferred.
