Construction Observer

The Construction Observer must be a hardworking, self-motivated, dependable individual able to work without supervision, who enjoys working with the public and has the ability to uphold the Town's standards. This position is responsible for a variety of duties necessary to the operation of the Community Development Department. The Construction Observer shall work at the direction of the Engineering Supervisor.

Hours : Monday through Thursday 7 : 00 am to 4 : 30 pm, and Friday 7 : 00 am to 11 : 00 AM.

Additional Hours : Will be required to perform on-call duty, work weekends, holidays, and overtime as necessary to meet the needs of the Town of Berthoud.

Essential Duties and Responsibilities : These duties are intended to be illustrative of the responsibilities of the position and not all encompassing. The Town may change these duties at any time.

• Performs construction inspections for developments within the Town, ensuring projects are completed in compliance with approved plans and specifications
• Reviews and inspects construction projects, coordinates Substantial Completion, Start of Warranty, and End of Warranty
• Inspects and accepts improvements within the Public right-of-way and public easements.
• Maintains consistency with the Town's development code, standards and specifications, as well as Development Agreements
• Prepares Acceptance Punchlists for developments and performs warranty inspections before warranty expiration
• Attends preconstruction meetings for new developments
• Maintains records of work performed on construction projects
• Reviews material submittals and test results for compliance with Town criteria
• Conducts routine stormwater management inspections of construction sites and prepares reports for contractors to correct issues for compliance related to MS4 permits and Town requirements
• Ensures that safe practices and site management standards are followed by employees and contractors according to established procedures and takes necessary action
• Assists the Town with inspection of private and public infrastructure
• Maintain working knowledge and experience with ADA, PROWAG, CDOT standard plans and specifications, and other Local construction practices
• Communicates effectively and professionally with customers through various means

Education : High School diploma or GED required

Work Experience : One year of construction inspection or related experience required

Certificates and Licenses : The selected candidate must meet the minimum qualifications, and salary will be commensurate with qualifications and experience as deemed acceptable by the Town of Berthoud.
