Position Summary
The Water and Sewer Manager oversees the comprehensive operation of Schweitzer's water and sewer systems for the greater Schweitzer Community. The role provides clean, safe drinking water and handles the collection, treatment, and disposal of wastewater for the community. This includes planning, operation, and maintenance of water supply, treatment and distribution systems and wastewater collection, treatment and disposal through irrigation. Ensures compliance with all applicable regulatory agencies and environmental regulations. Leads infrastructure maintenance and improvement projects, supervises staff, coordinates with local, state, and federal agencies, and oversees contractors. Manages budgeting and strategic planning to maintain efficient, reliable utility services.
Essential Functions and Major Responsibilities
Operational OversightPlan, supervise, and evaluate water and wastewater operations, including sourcing, storage, distribution, collection, treatment, and disposal systems.
Ensure systems are developed and modified in alignment with District needs, resources, and regulatory requirements.Monitor operations to maintain compliance with permits and environmental regulations.Address operational emergencies such as service line breaks, equipment malfunctions, and environmental hazards.Serve as liaison with state and federal regulatory agencies and ensure regulatory compliance.Technical ManagementMaintain infrastructure including plants, pumps, electrical systems, telemetry, and related components.
Oversee major construction and repair projects, including contractor coordination and quality assurance.Maintain critical parts inventory and update maintenance schedules and documentation.Collaborate with Schweitzer Operations on snow removal, stormwater planning, and road maintenance impacts.Financial AdministrationDevelop and manage operating and capital improvement budgets.
Monitor utility rates to support long-term planning and financial sustainability.Staff SupervisionExercise full supervisory authority over Water and Utility Company staff, including hiring, training, performance evaluations, and disciplinary actions.
Conduct regular staff and safety meetings and training programs; assist with daily operations as needed.Plan and assign work, monitor progress, and ensure high standards of performance.Customer & Community RelationsAct as primary contact between the District and water / sewer customers, ensuring responsive and professional service.
Maintain strong relationships with community stakeholders and promote educational and environmental initiatives.Operational DutiesPerform duties of a certified water and wastewater operator, including sample collection and lab analysis.
Maintain accurate records and prepare administrative and operational reports. Administrative support and an Operations Supervisor are provided for daily assistance.Ensure disaster preparedness and safety protocols for chemical, physical, or mechanical risks.Secondary ResponsibilitiesLead special projects as assigned.

Specific Job Skills :
License / Certifications : Must have and / or acquire all applicable / required certifications for water and wastewater treatment, collection, distribution. All must be kept current through required CEUs.Technical : Proficient in Microsoft Office and database systems.Physical Capabilities : Will be exposed to a wide range of weather and temps; navigate rough wooded, steep terrain; lift up to 50 lbs occasionally; travel in deep snow; up to 50% in office setting.Additional : Exposed to biohazards (wastewater) and chemicals; must be versed in proper safety behaviors.Education / Related Experience :
