Midmanagement Position
Responsible for the operational management of the department. Lead, direct, and manage the administration of city-wide financial planning, budgeting, accounting, procurement, business systems, and centralized facilities ensuring alignment with city-wide priorities and long-term financial sustainability.
Job Responsibilities :
- Direct and assist the management team in overseeing the City's finances, budget, accounting, procurement, business processes, and centralized facilities. Represent the Director in their absence in matters related to the overall operation of the department.
- Responsible for overseeing the vision and strategic planning functions and activities related to the City's financial and budgetary resources. Ensure city-wide budgets align to the overall financial and strategic goals of the City.
- Responsible for overseeing the vision and strategic planning functions and activities related to city-wide procurement and centralized facilities. Ensure procurement and centralized facilities are providing value-added services to city departments, are strategically aligned to meet both current and future needs of the City, and are identifying opportunities, prioritizing resources, and planning for the long-term success of city operations.
- Supervise employees and make recommendations relative to hiring, discharge, layoff, suspension, disciplinary action, adjustment of grievances, and participate in performance evaluations of employees under his / her jurisdiction.
- Develop and oversee the City's financial forecasts and modeling. Ensure the City's financial position and models are up to date, are using reasonable and well-supported assumptions, and that the City's financial position for all funds are being appropriately monitored.
- Ensure financials and accounting are accurate, timely, and informative. Assist the Director of Finance in communicating the City's financial position and results of operations to elected leaders and public. Ensure compliance with all federal, state, and local laws and regulations, professional standards, and internal policies.
- Direct and lead the finance team in providing departmental business analysis and support. Ensure the team is collaborating with and providing support to departments in developing and implementing effective business strategies, including asset management, capital planning, and effective service outcomes to meet the City's overall goals and objectives.
- Oversee the City's banking, treasury, and debt management operations ensuring the appropriate safeguards for the City's financial assets are in place and that assets are being managed for safety, liquidity, and competitive rates of return. Assist the Director of Finance, Chief Accountant and other staff in overseeing the investment activities of the City's pension plans in accordance with the Board of Trustee directives.
- Make recommendations to and confer with the Director of Finance in matters relating to the fiscal and budgetary policies of the City; advise major organizational units on proper financial procedures.
- Assist the Director of Finance, City Attorney, and outside bond counsel in overseeing the activities of municipal bonding authorities in the issuance of municipal bonds as necessary to fund capital projects. Manage the proceeds and payments of municipal bonds.
- Ensure the City is adequately ready to respond in the event of an emergency / disaster by participating in emergency planning, training, and management as identified in the Minnehaha County Emergency Response PlanUnified Incident Command organization structure.
- Perform other such duties and functions as are necessary or incidental to the proper performance of this position.
Minimum Qualifications :
Graduation from an accredited college or university with a bachelor's degree in accounting, finance, economics, or business administration and a minimum of six (6) years' progressively responsible experience in finance, accounting, investments, or related governmental operations, including some of which is at the municipal accounting level; or any such combination of education, experience, and training as may be acceptable to the hiring authority.

Knowledge of the principles and practices of accounting, budgeting, finance, investment, and auditing for public entities. Knowledge of Generally Accepted Accounting Principles, Governmental Accounting Standards Statements, and the GFOA's publication of Governmental Accounting, Auditing, and Financial Reporting. Knowledge of and the ability to apply financial, accounting, and mathematical methods and practices to a variety of situations. Knowledge of and skill using technology and financial and business software systems. Knowledge of municipal budgeting and bonding procedures. Ability to analyze and interpret fiscal and accounting records and to prepare accurate and complete financial statements. Ability to prepare, interpret, and understand financial and investment statements and reports. Ability to think strategically, adapt to changing circumstances, and organize priorities. Ability to communicate effectively, both orally and in writing to a variety of audiences. Ability to resolve conflicts utilizing strong interpersonal and communication skills. Ability to organize, instruct, and supervise employees. Ability to establish and maintain effective working relationships. Ability to maintain confidentiality and integrity of the Finance department.
