Accredited Minnesota Assessor including income courses required to list, value and classify property for ad valorem tax purposes, utilizing a CAMA program. Responsible for direction and training of other office staff. Field appraisal work, including quintile and new construction. Analyze market trends. Must provide reliable transportation. Assist in the county assessment program. Serve as County Assessor in their absence.
Value and classify property with an emphasis on higher valued income producing property and higher valued residential property. Assist in the preparation of necessary reports for the Minnesota Department of Revenue. Assist with Local Boards of Review and County Board of Review. Perform special appraisals as a result of disputed values for local Board of Review, County Board of Review or Tax Court filings. Overall office management to include but not limited to : advising appraisers and clerical staff, technical questions, carry out office policies, approve time cards, vacation and flex time, and reimbursement claims.
Answer tax payer questions regarding value and classification. Knowledge of tax laws rates and formulas used in tax calculations. Verify and view all property sales, quintile along with measure, grade and value new construction residential, commercial / industrial, multi-family, agricultural property and exempt in assigned area. Assist the County Assessor in the planning, direction, and administration of the County Assessment Program. Property appraisal for ad Valorem tax purposes with an emphasis on higher valued income producing property.
All other duties related to the assessment of property for the purpose of taxation which may be required by County Assessor. Serve as CAMA Controller / Lead Security Officer. Create and review property evaluations to ensure all are completed accurately prior to the completion of the yearly assessment plan. Work closely with local assessors.
Bachelor's degree OR Equivalent combination of education / training / experience. Experience in office management. Experience with conflict resolution strategies and human relations. How to handle an irate taxpayer while on their property and diffuse the situation in a professional manner. Exceptional oral and written communication skills are necessary when working with staff, business owners and tax representatives. Experience interpreting real estate laws, legal documents used in transferring property ownership, ability to decipher complex legal descriptions and the ability to split property parcels correctly.
Experience with CAMA (Computer Assistance Mass Appraisal) Program, Property Tax programs, GIS, Excel, MS Word, Minnesota Department of Revenue reporting programs and other specialized programs for the Assessor's Office. Experience planning and prioritizing work efficiently to meet all required due dates as prescribed by the Minnesota Department of Revenue. Experience with the Minnesota Tax Court system and understanding of the litigation process.
Comprehensive knowledge of state laws and statutes as they pertain to Classification and valuation of properties. License : Accredited Minnesota Assessor License (AMA). AMA License is required by the State Board of Assessors. This licensure level is subject to change by the State Board of Assessors. Eight weeks of Assessment and Appraisal classes as prescribed by the Minnesota State Board of Assessors. Written demonstrative narrative appraisal or completing a Residential Form Appraisal Report and the Residential Case Study Exam. Uniform Standard of Professional Appraisal Practice (or another Board Approved 15 hour USPAP Course).
5 years of Assessment Experience. Oral interview with the State Board of Assessors. Continued Education requirements of 60 Continuing Education Hours (CEH's) every four years. Cannot be licensed if there is a failure to file a tax return, or if $500 or more is owed in delinquent taxes, penalties and / or interest. Must subscribe to the Code of Ethics set forth by the State Board of Assessors. Valid MN driver's license and current insurance and dependable transportation. Regular attendance
High level of knowledge when it comes to Minnesota property Tax / Classification laws. This position provides guidance to attorneys when dealing with complex agricultural homestead questions. Failure to respond accurately can result in tax liabilities to the property owners that they are not expecting and may cause estate problems in the future. Knowledge of GIS systems and tillable land calculation programs. Ability to process property splits, combinations, and new plats. Ability to maintain good public relations with county staff, taxpayers, and business professionals. Thorough knowledge of the MN property tax laws and assessment programs. Required to have a strong knowledge of laws and terminology related to property assessment, and statutes as established by the State of Minnesota.
The ability to explain complex laws and how they affect homesteads in a way a property owner would understand. Ability to demonstrate by personal example : initiative, integrity, ethics, and excellence in work performance. Resolve escalated and / or complex internal or external customer service questions or issues regarding complex ag homestead properties. Required to have a high level of organizational effectiveness and communication skills. Required to have strong technical knowledge to accurately maintain accurate property records for taxation purposes. Knowledge and skill in clerical and accounting functions, Microsoft Office Suite, and computer database operation. Serve as lead CAMA security officer.
Completes tables and model changes to support market conditions as determined by sales study analysis. Expected to use experience and judgment to extract the necessary date from the CAMA system to identify any errors that if not found would lead to a tax miscalculation. Effectively provides guidance to Appraisers. Assists them with assessment plans to meet the requirements of the Minnesota Department of Revenue. Experience planning and prioritizing work to meet statutory deadlines.
Grade 11. Entry hourly wage range is $33.55 to $37.62, DOQ. Position has a full earning potential of up to $47.28 per hour, DOQ. Equal Opportunity Affirmative Action Employer
