ACCOUNTABLE FOR : Overseeing compensation structures, benefits administration, wage compliance, payroll operations, and staff communications related to payroll and benefits

SUMMARY OF POSITION RESPONSIBILITIES :
The Compensation & Benefits Department Manager is responsible for leading the compensation strategy, benefits programs, and payroll interface processes for Enterprise Management Solutions and the companies it contractually services. This includes salary benchmarking, total compensation analysis, benefits enrollment and renewal oversight, and ensuring compliance with wage laws and benefits-related regulations.
This position also oversees payroll operations, working closely with HR and Finance to ensure payroll accuracy. The goal is to ensure payroll is fully prepared and submitted to the Chief Human Resources Officer (CHRO) for final review by noon on the Monday prior to payday.
The Compensation & Benefits Department Manager supervises compensation-related communications, supports staff education on benefit offerings, and acts as a liaison between employees, HR, payroll, and external benefit providers.
SCHEDULED DUTIES AND RESPONSIBILITIES :
- Develop, implement, and manage compensation strategies, salary scales, and incentive structures
- Oversee benefits enrollment, renewals, and eligibility tracking (health, dental, vision, disability, retirement, etc.)
- Monitor compliance with FLSA, ACA, ERISA, and wage transparency laws
- Conduct market analysis and salary benchmarking to ensure competitive and equitable pay structures
- Maintain updated position salary bands and coordinate compensation adjustments for new hires, promotions, or policy changes
- Oversee employee communications and engagement related to benefit programs
- Coordinate with HRIS and payroll teams to ensure accurate pay setup and deductions
- Oversee payroll preparation, ensuring payroll is fully submitted to the CHRO for review by noon on the Monday before payday
- Resolve escalated employee concerns related to payroll discrepancies or benefit enrollment
- Serve as the primary liaison for benefits brokers, insurance carriers, and plan administrators
- Analyze usage trends and make recommendations for cost-effective benefit design
- Manage the open enrollment process including system setup, training, and employee support
- Produce and distribute reports to leadership regarding compensation trends, benefit utilization, and compliance status
