Budget Analyst
Reporting directly to the Budget Officer, responsible for participating in the preparation of the annual county-wide budget by gathering and analyzing data for use in financial and budget documents.
Conducts research on budgetary information for departments, as requested, regarding matters such as adequate funding and line-item transfers.
Communicates regularly with county staff, department heads, and elected officials on matters concerning budget issues / questions, research, and / or statistics.
Gathers, organizes, interprets, and presents data for use in financial and budget preparation.
Develops annual budget reporting resources including Budget in Brief brochures, the GFOA document, annual budget reports, and defines budget processes with flowcharts and procedural documentation.
Gathers and maintains departmental performance measures, accomplishments, and challenges as it pertains to the County's Strategic Plan, including documenting financial metrics.
Coordinates with the Commissioners Court on the annual selection and notification process for the Salary Grievance Committee per statutory requirements.
Researches and evaluates county-wide departmental staffing needs, technology requirements, and patterns of material usage for budget recommendations.
Analyzes departmental statistics to assess operational efficiency, providing data-driven recommendations for optimal staffing levels and resource allocations.
Examines budget estimates for completeness, accuracy, and conformance with procedures and regulations.
Participates in all budgetary systems or applications development including testing and implementation.
Gathers and reviews all requests and orchestrates the public assistance process for the annual distributions of funding.
Reviews Commissioners Court Agenda to verify availability of funds for transfers; prepares agenda items, as needed.
Assists in the position control process by updating the position budget salaries and works with departments regarding unallocated funding inquiries.
Approves Personnel Action Sheets (PAS) budget for new hires and any changes to positions.
Assists in the development of policies and procedures for budget preparation, contributing to a streamlined and efficient budget process.
Cross-trains with office staff to ensure continuity of departmental operations.
Attends all meetings and trainings, as required.

Position involves prolonged sitting at a workstation, visual examination of documents, reaching, walking, twisting, bending, standing and occasional lifting / carrying.
Work is primarily indoors in an air-conditioned environment.
Work outside of the normal office hours (Monday-Friday 8 a.m. to 5 p.m.) may be required.
May be deemed essential personnel in the event of an emergency.
Regular attendance is required.
Bachelor's degree in a related field and three (3) years of budget or finance experience within a large organization; OR an equivalent combination of education and experience.
Prior experience conducting quantitative and / or qualitative research.
Knowledge of governmental accounting / budgeting practices.
Advanced working knowledge of Microsoft Office Suite.
Valid driver's license required within thirty (30) days of employment.
Five (5) years of budget or finance experience.
Prior experience using Oracle and PowerPlan.
Bilingual (Spanish).
