Background The Department of Housing and Community Affairs (DHCA) is advancing Phase IIb of its Housing Portal initiative.
This phase focuses on enhancing data integration and streamlining business processes across multiple housing programs to improve service delivery and transparency.
The System Analyst will provide the foundation for DHCA’s long-term data modernization strategy, enabling unified reporting, cross-program insights, and improved operational efficiency.
Their analysis will directly inform future automation, predictive analytics, and data governance initiatives.
The System Analyst will play a critical role in the successful implementation of Phase IIb by leading the integration of approximately six distinct housing databases and multiple programs into a unified portal (i.e.
Licensing, Code Enforcement, Multifamily, Landlord and Tenant, Rent Stabilization, and Common Ownership Communities).
This person requires a strong understanding of systems integration, business process modeling, and stakeholder engagement, along with hands-on technical skills in system development and data management.
DHCA’s systems are primarily hosted in SQL Server environments with integrations across SharePoint, Azure, and various internal applications.
Role and Responsibilities 1) The Contractor will provide candidate(s) with Expert experience in : Proven experience in systems analysis, preferably in government or housing-related projects.
Strong knowledge of data integration techniques, including ETL processes and API-based data exchange.
Proficiency in SQL and experience with relational databases (e.g., SQL Server) .
Programming experience in C# (.NET Framework / .NET Core) for backend development and system integration.
Familiarity with RESTful APIs, JSON / XML, and web services.
Experience with scripting or programming languages such as Python, JavaScript, or PowerShell is a plus.
Understanding of system development life cycle (SDLC) and Agile methodologies.
Experience with tools such as Azure DevOps Ability to create technical design documents and integration blueprint Ability to model business processes and produce ER Diagrams Ability to produce a traceability matrix, system integration plans, and gap analysis Excellent communication, documentation, and stakeholder engagement skills.
Strong analytical and problem-solving abilities.
2) Contract staff will work side-by-side with County staff to facilitate knowledge transfer.
3) Contract staff will report directly to Melissa Nolin.
The County reserves the right to terminate this Task Order at any time in accordance with contract terms.
Deliverables : Deliverables include a requirements traceability matrix, backend data architecture documentation, and integration design diagrams that define how DHCA databases will interconnect through the Housing Portal.
The analyst will ensure that all data integration activities adhere to County IT security policies, data privacy standards, and applicable regulations related to housing data.
The analyst will develop scripts, utilities, or proof-of-concept connectors to validate backend integration designs.
