Budget And Audit Manager
The Wyoming Department of Family Services (DFS) is seeking a dedicated Budget and Audit Manager to join our Financial Services Division in Cheyenne, WY. The essential duties of this position are to oversee the budget and audit operations of the agency by managing and directing staff, as well as providing expert fiscal advice to leadership. This role is crucial to the financial health of the Department of Family Services.

Preference will be given to candidates with a Bachelor's or advanced degree in accounting and / or CPA certification and previous auditing experience. Knowledge of generally accepted principles as they are applied to governmental accounting transactions, WOLFS accounting system, BI Intelligence, Excel & Access database at an expert level, general accounting, computers, designing and using complex spreadsheets, and word processing applications, knowledge of 10-key Data entry, knowledge of Wyoming Statutes, rules and regulations, Generally Accepted Accounting Principles (GAAP) and Financial Accounting standards (FAS), knowledge in Cost Accounting and 2 CFR 200, knowledge in Federal Requirements of a Public Assistant Cost Allocation Plan, knowledge of interviewing techniques necessary for hiring purposes, knowledge of state and federal policies, laws, and regulations, state and federal legislative and government processes, knowledge of budget and procurement practices and policies, knowledge in State Personnel Rules and associated federal laws, knowledge in internal controls over accounting applications, knowledge of government management including human resources, accounting and general management, knowledge in project management, knowledge of federal grant application, progress reporting and financial reporting, skill in evaluation, policy-making, decision-making, and direction of work activities, skill in oral and written communication, skill in work management and work leadership, skill in organization, planning and management, skill in gathering data from manuals, statutes, and regulations to make determinations and decisions.
Minimum qualifications : Bachelor's Degree (typically in Finance) and 2-4 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Principal Accountant OR 5-7 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Principal Accountant. Certificates, Licenses, Registrations : None.
This position is in a typical office environment. Occasional travel to a conference or DFS office in the state may be required. All positions within the Department of Family Services will require a background check, including the taking of fingerprints, which will be completed through the Wyoming Department of Criminal Investigations, the Department of Family Services, and the Federal Bureau of Investigation, for every successful applicant.
